Malheur County, Oregon, by virtue of the provisions and terms .
of Section 3669 of Lord's Oregon Laws, as amended by an act
appearing at Chapter 184 of the General Laws of Oregon for the
year 1913, providing for the Issuance of a certificate in dupli-
- Cate, one copy of said certificate to bo delivered to the County
Clerk of Malheur County, Oregon, and the second copy of said
Certificate to be attached to the Assessment Roll of said Mal
heur County, Oregon, containing the -assessments made by the
County Assessor, as corrected and equalized by the County
Board of Equalization, rtnd also containing the assessments made
and certified by the State Tax Commissioners; do hereby cer
tify that tho several amounts apportidned to be assessed upon
the taxable property of Malheur County, Oregon, for the State,
County, General and Special School, Road, Town, City, Irriga-
) t'oh and Drainage District, and other purposes for which a tax
has heretofore been legally levied by the County Court of Mal-

I, H. Leo Noe, Sheriff for Malheur County, Oregon as
Tax Collector for said county, hereby acknowledge receipt from
R. M. Carlile, Assessor for Malheur County, ( Oregon, of the
delivery of the Tax Rolls of said Malheur County. Oregon, for
the year 1918; comprising three (3)yolumes, numbered respec
tively 1, 2, 3, together with his certificate showing the several
amounts apportioned and assessed of the tnxtiuic property in
said Malheur County, Oregon, for the State, County, General and
Special School, Road, City, or other purposes, for which a tax
. has been legally levied.

WHEN TAXES PAYABLE '
Tho first half of all taxes legally levied and charged
f hall be paid on or before tho iifth .day of April following, and
the second half on or before the fifth day of October following.
Interest shall be charged and collected on any tax or half
of a tax, not so paid, at the rate of one per cent per month
or fraction of a month until paid.
All taxes remaining unpaid on the fifth day of October
next following shall become delinquent and on the fifth day of
November next following a penalty of five per cent shall be
charged and collected thereon, in addition to the interest provid
ed herein.
Six months after taxes become delinquent Certificates
of Delinquency shall be issued thereon bearing interest at the
rate of 15 per cent per annum.

Selective Draft Act disclosed the rea
son why America was able to pro
duce such a tremendous quantity of
foodstuff Respite the drain upon the

sixty-five per cent of the farm labor
of the country legistered for mili
tary service was given deferred classi
fication upon agricultural grounds.

deal."
The Victory Liberty Loan the last
of the Liberty Loans Is coming next
month. It Is going to catch the
farmer at the wrong season. That Is

Victory Liberty Loan quotas will not
be affected by Thrift Stamp sales as
planned by the Treasury Department

last January by Lewis D. Franklin,
director of war savings, that whorover
Thrift Stamp quotas were exceeded
the amount of oversubscription would
be taken, from the coming loan quota
and that If the Thrift Stamp quotas
wero not reached tho deficiency would
be added to tho loan quota.
Governor James K. Lynch of tho
Federal Reserve Bank has Just
received a telegram from Washington
advising that the plan to adjust Vic
tory Loan quotas in accordance with
tho :salo of War SavlngsStamps has
been abandoned. The reason given
was that some of tho Federal Reserve
Districts wero not reapportioning
