POLITICAL DOPE SHEET SAYS "IIOSS RACE ON."
SENATE, GOVERNORSHIP AND TREASURER CONTESTS CLOSE.
There is goin' to be a "hoss race," in fact a full "card" of races for
the various political offices to be filled by the voters of Oregon this year,
While the party primaries are a long way off, May 17, and the final elee
tions not until next November, the campaigns for U. S. Senator to fill the
unexpired term of the late Harry Lane, for Governor and for State Treas
urer are already under way. Especially in the Republican camp do the
preliminary contests promise excitement to the spectators.
Chas. L. McNary, who is now Senator by appointment, will be a can
didate to succeed himself. His principal opponent in the Republican pri
maries, as indicated by the early dope sheet, is Robert N. Stanfield. Others
in the race are S. B. Houston, state senator from Multnomah county, and
gossip continually refers to A. C. Marstcrs, of Douglas county as a sure
candidate. Dark horses may yet appear as aspirants have until April 12
in which to file their declarations. Stanfield is considered strong in East
crn Oregon and McNary is strong in the Willamette Valley. Both are
young men of a progressive type and are surely worthy contenders for the
high honors. The race is supposed to be decided in Multnomah county and
in Southern Oregon. Stanfield is at present campaigning in the Willamette
Valley and is reported to be gaining much strength in that section. How
ever McNary's supporters are declaring that they find a strong sentiment
in his favor in Eastern Oregon. The Houston camp claim Portland as a
radiating center. It is too early to mako predictions but it is likely that
this will bo a race that will keep everyone guessing until the votes are
counted.
For the Democratic "nomination Judge Will R. King, of Malheur coun
ty, now at Washington as Chief Counsel of the Reclamation Service, has;
announced his intention to seek the Senatorial toga, as has Sam White, of
Portland. However, it is whispered that Ex-Governor Oswald West would
like to be in tho senate and may enter the race. West has stated that he
would not oppose McNary and how he can enter the race consistently is
difficult to understand, altho if he decides, it is admitted that he will likely
win tho nomination and would give any Republican a run for
their life in the final election.
Tho Governorshp race is next. It is heads or tails again for the Re
publican nomination, only a three sided nlcklo is needed because Governor
James Withycombe, Secretary of State Ben Olcott and Persident of tho Or
egon Senato Gus Moscr are all optimistic, determined and capable candi
dates for Gubernatorial honors. You may cherish your favorite, but take
it from the dope sheet it is foolish to give any odds in favor of any one of
theso possibilities. A month from now this may nil be changed but at pros
ent they all have a right to be happy. Others in the race are Dr. J. E.
Anderson, of Tho Dalles, nnd undoubtedly L. J. Simpson, of Coos county,
These men arc both worthy aspirants, but at present they have not caused
much of a flurry near tho booking booth.
Tho Democrats looking toward tho capital dome are numerous, altho
Harvey Starkweather, of Clackamas county, is tho only one to formally
announce himself. Wnlter M. Pierce, a well known rancher of Union coun
ty, is being groomed by his friends, but has so far refused to commit him
self. Tho Democratic dope sheet points to Picrco as tho most likely con
tender for final honors with the Republican choice
Where is tho Eastern Oregon man who would like to jinglo the stato
gold for tho noxt four years? Numerous candidates from the Willamette
Valley mako it possible for some well known "bunch grnsscr" to become
state treasurer. R. Alexander, of Pendleton, has been mentioned, but it
is understood that he will not be a candidate. Thoso in the race for sure
aro E. D. Cusick of Albany, William Adams of Portland, 0. M. Plummer
of Portland and Labor Commissioner Hoff of Salem. Others aro supposed
to bo coming and it will bo pot luck or no luck unless some definite issue
brings out a mcasuro to guide tho voters' choice.
A number of other offices aro to be filled but nt present the races
for the Senate, tho Governorship and Stato Treasurer stand out in promi
nence. Timo will record many changes in tho dopo sheet; accidents may
upset tho figures, while dark horses may never attract any odds. There
will be plenty of entries to open tho race and wo will watch with interest
the tryouts and warming up process until April 12th, when tho last con
testants aro in and tho race is on for tho primary nominations. Let us
Btand off tho track and givo all a fair start.

SHALL THE AVARMSl'RINGS PROJECT
HE CONSTRUCTED IN 1018T
Government officials of tho Reclamation Servico pronounco the Warm
springs as tho best project in tho United States. It has an extremely low
acre cost, promises immediate returns and offers no complex engineering
problems.
Whilo labor and materials havo risen in cost, so have tho prices of
products. While tho money market Is being taxed by tho Liberty Loan
other securities are selling.
Tho vital question is whether tho people within tho district renlly
want tho project constructed. Tho figures show that tho loss duo to one
year's delay will more than offsot tho difference in cost between any of tho
proposed methods of financing. Keeping this in mind tho land owners should
work together for any and all sources of finance and construction.
If tho Chamberlain bill passes it is reasonable to supposo that the
Reclamation Servico will offer to construct tho project. Hut if tho dam is
to bo built this year wo cannot wait very long for this bill. It may never
pass. God helps them who help themselves. If tho Government can raise
the money nnd will appropriate sufficient funds, this district will annually
return in increased produce value moro than tho cost of building. Let us
keep an open invitation for Government nid but in tho mean time let us
look for Independent sources of finance nnd construction.
Wo bclicvo tho district should securo tho services of some well known
engineer, who has had reasonable experience in irrigation work, who un
derstands how to reach and convlnco tho bond buyers, who can figuro est!
mates eo as to permit of competitive bidding, whoso reputation will hold
the respect of tho land owners and tho bond buyers, who can finally over
see the construction. Such n man could only bo secured nt u largo salary,
but soveral thousand dollars spent this spring will bo little enough if it
means that 20,000 acres of now land will bo in cultivation next spring,
Let us find tho right man and pay whatever is required to engage
his entire services.
