SENTENCED TO STUDY FOREST FIRES Two boys recently convicted in a Los Angeles court of leaving a camp fire burning in the Angoles National Forest were sentenced to visit the scene of a forest fire near Newhall, California, where 400 acres were burned over and property to the val ue of $100,000 was destroyed, and to make a study of. the damage done. Six months later they are to report to tho judge and tell him whether they havo done so and what lessons they have learned. CATTLEMEN RAISING SHEEP From tho Forest Service, U. S, Dept of Agriculture, Portland, Ore District Forester George H. Cecil, Portland, Oregon, says that a large number of cattle permittees who are using the National Forest ranger of Oregon an Washington are now graz ing on their ranches small bands of from 20 to 300 or 400 sheep, which are considered valuable for furnishing mutton, cleaning up weeds and adding to the income of the ranch. This is quite a concession for the cattlemen to make, according to Mr. Cecil, but it is interesting in that it indicates tho cominer of a more di versified system of management on the interior ranches, as well as be ing a factor in keeping up the supply of sheep already considerably de creased by the homesteading of much of the public range. They did not want to relinquish their right of control, fearing that by so doing they could not enforce obedience or exact nroner service. But there were so many instances where the same pub lic utility operated in numerous clues and served such, a wide scope of ter ritory that it was easily apparent that uniform service to all its pa trons depended on uniform regualtlon and so the peoplo created a state pub lic utility commission and placed reg ulation' of public utilities exclusively in Its hands, with the result of a gen eral improvement In the service. The people are experiencing exact ly the same opposition from some of the state public utility commissions, DOW that it has been found out only advisable but necessary to take reg ulation of the railroads out of the hands of forty-eight regulating, tri bunals and placo it exclusively in tho hands of tho Interstate Commerco Commission. Tho opponents to this plan are using the Bame sort of ar gument that was used by tho cities m their opposition to stato regulation" of local public utilities. But as local public utilities grew and extended their service into num erous communities and thereby ex tended beyond the Jurisdiction of any one city and uniform regulation re quired regulation by the state, so too, Have the railroads grown and extend ed boyond the jurisdiction of any one stato and uniform regulation requires regulation by tho federal government instead of forty-eight commissions.
