But this much can bo said: It will bo bet ter year than 1922. Why is It pos slblo to niako such a prediction? Because of 1922. Tho yoar that is passing now was not tho most discouraging of tho years rocontly encountored, but it was a revealing period, especially for tho peoplo of tho Snake IUvor Valley. Certainly it demonstrated to tho satisfaction of most people that speculative farming is not tho sound practice for this section, and that stability must bo acheivod through tho production of diversi fied crops. It was an expensive les son to loam, but wo believe that oven at tho price paid will have boon worth whllo If It brings about tho elimination of one crop bids for suc cess. But tho local situation Is not the only rauso. for advancing optimistic forecasts for tho year to come. Wo have not boon nlono in experiencing adverse times. Tho agricultural sections of tho ontlro country have boon similarly affected and as the result tho nation's attention has been focused of lato upon agricul tural problems, leaders in banking and industry, in political and govern mental circles have taken note of tho condition of tho nation's basic iudustry and have arrived at a re alization that such conditions can not continuo and the nation as a wholo prosper. Somo of tho great est minds in America today are ad dressing their thought to solving tho farmers' problems. Undoubtedly this moans n bottor day and a brighter year ahead. Two romedies have appeared prominent In tho proposed trentmont of tho farmer's problem, an exten sion of long time credit for crop pro duction nt lowor interest rates, arid tho perfection of mnchlnory for mar keting crops so that tho ranchers will secure a groator roturn for their crops. Tho latter is tho more im portant of tho two, the most noedod and tho most promising of results. Important as theso two proposals aro, however, tho real curative pow or lies with tho peoplo themsolves. Thoy cannot oxpoct somo outside source to continually minister to thorn, thoy must thomsolves seek to bottor tholr condition, and thoy will do so. Tho Idaho commission in its study has applied sound reasoning In tts findings, the result of which will be beneficial, not to the public alone, but to the public utilities companies as well. Tho commission has said that tho public cannot bo expected to pay per potual tribute for the mistakes of promoters and managers of public utilities; nor upon enhanced organ ization exponscs; nor upon property purchased for extensions not now in uso for tho people. Had tho decision been otherwise a premium would have been placed upon careless management and in efficiency, which ultimately would havo workod to tho positive harm of tho public utility companies. In holding that tho company can not expect to earn a full return upon its irrigation equipment tho commission holds it to its contract with the peo plo and says in effect that a promise and contract made by a utility com pany is to bo kept and Is as binding upon it as It is upon tho Individual rancher or1 ditch company. To have held otherwiso would havo been wrong indeed. In handing down this decision the Idaho commission has done the peo plo of Idaho and of Eastern Oregon a real service, and tho Idaho Pow er company too. The theory of pub lic regulation of public utilities is given added strength' and confidence In public commissions is enhanced. This victory for the public was duo to tho united efforts of tho peo plo of this section, and to the offi cers of tho Malheur County Farm Buroau, the Owyhee Ditch company, tho Shoestring Ditch company and tho County Agent who aided and di rected tho bringing of nil these to gether in tho Southern Idaho Power Usors' association. A. move to In struct President Harding to call a world economic conference in addition to tho proposed world disarmament conference was made by Senator Borah when ho Introduced nn amend ment to tho naval appropriations bill, now boforo tho senate. Tho Borah amendment would take tho place of tho house provision en couraging tho president to call a dis armament meeting to take up things left undone by tho conferenca of No vember, 1921, Tho president would be encouraged to call on "such governments as he dooms necessary to send representa tives to a conference which would be charged with tho duty of considering tho economic problems of tho world with a view to restoration of trade and the establishment of sound finan cial and business conditions," Borah's amendment stated. No mention Is made of what coun tries should bo Invited or where the conference might bo held. Tho Borah amendment also em bodies tho provision of tho appropria tion bill which specifies that the ex ecutive should call a now arms limi tation conference to tnko up tho mat tors of land, sea and aircraft arma mont "with a view to reaching under standings relative to limiting future construction."
