According to tho estlmato of the budget commltttee It will be neces sary for Malheur county to tax ltsolf ?9,000 for the payment of bounties next year, at least that amount has been sot for this pur pose, but it is douDtiui wnetiier Is sufficient to moot tho bill. What othor industry in Malheur county Is given a bounty by the stato and taxpayers? Think of it! With the polta of coyotes worth from 6 to $12 each, averaging porhaps $9 apiece, tho hunters are given a further bounty to make their business successful by being permitted to dip into the public troasury for ?3 for each malo coy oto captured and ?4 for each fe male No wonder tho hunters are prosperous. No wonder tho tax payers are burdened. Ono hunter of whom wo havo been told last year received $1,000 for tho destruction of coyoto pups. This year ho 1b said to have re ceived $700 for pup bounties. It is said by thoso who know that tho fe male coyoto returns to tho same don each year to bring her litter into tho world. Tho hunters know this and know whero tho dens aro lo catod. Thotr business is not a tomporary one. They nro at It yoar after yoar, thoreforo being de sirous of continuing in the business thoy kill tho pups but leave tho old females to bring on n now crop for tho coming year. In this thoy aro but following tho practico of tho stockman who doos not market his cows. Tho records on bounties collected shows this to bo truo, and slnco it 1b tho natural thing to bo expected It noed hardly bo stated; it Is self evident. Tho wondor is that tho public has so long stood idly by and per mitted this condition to contlnuo. Now, howovor, slnco tho officioncy of the government huntor systom has boou demonstrated tlioro should ho no hesitancy on tholr part to advocato a change. In Idaho they have seen tho light and such emlnont stock men as Hugh Sproat, after long combating tho hunter system has now becomo ono of Its most pro nounced advocates. Jay Dobbin of Enterprise, one of tho leading stockmen of Oregon Is said to have been instrumental In securing tho opposition to a pro posal to abandon tho v bounty sys tom In tho 1919 session of the legis lature. If Mr. Dobbin and his friends wcro taxpayers in Malheur county wo believe they would see tho need for some change in the system. Oregon now owes Malheur county $4204 for its sharo of boun ties already paid this year, or rather slnco May when tho state fund was depleted. Malheur coun ty will pay out about $4000 per month from now until spring, and a serious inroad on the general fund will thus result. One of the best moans that wo know or to save money for the taxpayers of this county and of the stato is the aboli tion of tho extravagant bounty sys tem. It is inefficient, the number of coyotes living today proves it to bo so. Why continue longer to en rich a fow huntors at the expense of tho taxpayers? A Xi:W ALIGNMENT OK A THIRD PARTY Political sentiment is In a state of flux. Just now there is a popular belief that by tho time the next national campaign is waged a new party will be In tho predominant position and may win tho presi dency. On tho other hand it is apparent that both tho old parties havo changed materially. Thero is not the harmony among various shades of opinion within their ranks to in suro the accomplishment of con structive party platforms. Tho reason for this condition is tho lack of a definite division be twoon them. Tho tariff which long served as tho dividing line has been almost erased and new Issues havo not beon prosented on which a cloar cut division can be made. Tho nearest approach to a lino of domnrkatlon in recent years was that on foreign policy in relation to the league of nations; yet even here thero was not a unanimity of opin lonlon In clthor party, for thero woro pro-leaguo republicans, and anti-league domociats. Questions of our externnl rolatlons, apparent ly do not serve as to rally populaar support at this time. night now tho Issues which oc cupy tho popular mind aro ecqnom- lo. Tho pooplo want something which promises relief fiom tho pres ent financial stringency. They are in a mood to accept radical doc trinos, whatever thoy may bo so long nB tho proponents labol them as oconomlc panaceas. Tho conservative In nolther of tho old parties can adjust their mental attitudes to theso doctrines, their knowlodgo of history and tholr reason rebel at some of tho nos trums being promulgated, since the ties of party havo. been loosened they do not feel constrained to "vote her straight!' , any longer. Theso men actually havo no party. Yot, their influence in both par ties is still manifest and neither has, as yot, swung to the extreme demanded by the more radical of the loaders who desire to cure all our political Ills by legislation, so the radicals aro without a party too. In this situation it Is apparent that a new alignment is pending In Amorlcan political life. Whether it will como In tho next two years or not, tlmo alono will tell. But Jt Is evident, no matter how tho par ties of tho future are designated that the division will be made on tho natural lines of temperment, conservative versus radical, liberal, or progressive, tho name will mean nothing in particular save as it describes the opposition to tho con servative olement in political life. Of course thero will also be shades of differences betweon large groups so labeled. Thero will be somo who will be ultra-conservative, somo mildly so. There will bo some who will be conservatively radical, and others extremely radi cal. " As tho less positively Inclined of tho two patties swing from one view to another the power of gov ernment will swing back and forth. It is possible that representative men of either of theso schools of thought may so tako a commanding position in tho affairs of the re publican and democratic parties that thoy will themselves seive as the mediums for the expression of those economic vlows.
