This shortage waa aggravated by an
almost universal practice of stealing
and poaching.
While tha restrictions against the
private employment of labor apply
only to common labor at the preaent
time, these restrictions will, as soon
a possible, be extended to Include
killed labor. In the meantime, re
crulting of skilled labor for war pro
duction wll bo subject to federal reg
ulations now being prepared.
This drastic chanuge In the Nn

When the aurvey of labor require

gate demand for unskilled labor In

Within each locality, employers In
noa war work, will be asked to dis
tribute the local quota from lime
to time among themselves. Quotas
by localities and Individual are to be

a protection for all communities.
The object la to keep any commun
ity from being drained of labor, and
to use local aupply, a far aa possi
ble, for local demand. The situa
tion, however, la such that In certain
ease some men may have to b
transported over long distance.
You will note from the above out
line that thla I hi probably the most
drastic action that the Government
haa taken alnce putting the National
Army draft Into effect. The absolute
necessity for this program can ho
seen when It Is realized that In Plttn-
burg, for Instance, there are adver
tisements calling for men to go to
Detroit; while In Detroit street earn
there are potters calling for men to
go to Pittsburg. Thla same condi
tion It apparent all over the United
States and In consequent shifting of
labor a great part of our war effort
Is dlaalpated.
Because It la only through Urn

we are asking that you lay thla mat
ter fully and frankly before your
reader ahowlng them that this ac
tion Is taken aa a war measure In
order to protect not only employers
and the employed, but communities
as well.
