To the Landowners of the Nrssa Arcadla Drainage Dlatrtct: Uentleuien In regard to what haa been accomplished by the board of supervisors since the 28th day of February, 116, I desire on their be half to present the followiug facts, being In a position to know the work accomplished by them during tba four months following said date. The district was organised Septem ber S, 1815, and up to the 26th day of February, practically nothing of value waa accomplished, tor upon that date It was ascertained that the manner of drainage as heretofore laid out was loo expensive and prac tically Inefficient as to maimer and method, that the outlet was in the wrong place aad necessitated the un necessary expenditure of a large amount of money; that the one now selected could he, and has been se cured practically without cost; that the lands adjoining the district on the north and south and lands all within tiie same watershed and hot lying the lands of the district, should have been included witli the original district; that the lands lying conti guous to the district on the east were practically of .10 value and could in no manner lie benefitted by the pro posed drainage system and therefore should be excluded Confronted with these tacts, It was apparent these evils must be reme died: 1I1.1I I here was pending in the county court objections of some ten property holders attacking the dis trict. "The supervisors realized that If the for approval In a day or so after the appraisers have been appointed and diatrict was going to be a success, some changes must be made. That there also existed In the board of su pervisors a difference of opinion as to the method of drainage; the exten sion of the boundary lines; what should be embraced and what lands should be excluded. Notwithstanding all this, the board of supervisors look the matter in hand The legality of the diatrict waa preaented to the district court and the supreme court of the state, and approved, placing the district ln a position to laaue warranta ou bonds for the Immediate construction and f jml completion thereof The mat ter waa laid before several bonding com pan 11 and they approved the bonds In a sufficient amount to aasj struct the entire system. The changes so contemplated re quired the survey of the lauds within the watershed and the aubmlaaloa thereof to the county court for Ita approval. In view of the statute outllng the method for thle, soma twenty days extra time waa required before the hearing on this question could lie submitted to the court. During this twenty days, In order to demonstrate the feasibility of the proposed drain age system, Mr Fred J. Kiesel, of Ogden, Utah, was Induced by the board of supervisors to construct a little over a mile of ditches upon his premises under the method approved by the engineer of the district, this work was laid out, constructed, ap proved and It la to be seen now by any person desiring to do so. Also, during this lime, steps were taken to secure for t lie district a drainage ma chine. The same Is now ready for purchase aud operation, and can be had within twenty days. Therefore, you might sum up the matter as follews: That since the 26th day of K'eb iii.ii, 191 A, the district has been practically reorganized; the boundar ies have been extended; some one thousand acres of land excluded anil eighteen hundred acres other lands benefitted by the system added to the district; a topographical survey of the new lands has been completed so far as necessary by the engineer of the district; the revised system of drainage has been installed; sur veyed aud satisfactorily tested; a full aud complete set of by-laws have been drafted, printed and approved, a rough appraisal of the land has been made, which will be presented perfect the same, the court proceed ing! ot some twenty-five or thirty objectors have beeu defended; ad Justed and settled, the legality of the district haa been passed upon by the supreme court and its legality fully established; the right of use of the Km iso n waste way haa been transferred to the district, giving them full right and title to the use thereof, the purchase of drainage ma chinery has bean fully perfected, ready for construction; the question of bonds has been settled; over a mile of drainage systefcn finished, Wool Was TttbS W rj A VI "7 BBBB. This Is the first district organised within your state under the new law and It can be readily uaderstood that in the first organisation made by men not thoroughly acquainted with underground drainage some mis take., would occur, but In the making of these changes the original topo graphical survey was used as far aa possible The survey of the old lat erals and main, aud the cost of ap praising the lauds of the old diatrict waa a loss, but the benefit derived from the new system was agreed by all to be so far superior that loss ocasloned thereby was not consider ed, aa no excavating had been dona thereunder.
