All neutral countries will be Invited to take steps for a con ference at which they can offer con- j llntiiiuh mediation to the wurrlng Eu ropean nations and also to Invite sug gestions from tin belllgereuta them selves as to the most reasonable pro posals for a basis for peace. This, in effect, is about all that the Women's International Conlerence ac complished. The closing session was very turbulent. In. Its official manifesto which was written by Miss Kearn Andrews, the congress recommends the holding of world wide muss meetings for the purpose of Influencing the press. The1 brochure, calling for a conference ol neutrals and continued mediation , without an armistice was introduced by Miss Wales of the University ot Wisciiislii. The congress agreed to have the international convention name two delegates from each country to ar range for another and more represen tee congress to be held simultaneous ly with the next Hague coufereuce. TRAAELERS WARNED BY GERMAN EMBASSY Washington. In an official notice published by the German embassy iu many important cities of the eastern part of the I n i ted Slates, Americans were warned anew that the travel on I ships flyiug the flags of Uenuauy's enemies was at their own risk. While tii notice was regarded among officials and diplomatists here as nothing more than a reiteration of Germany s first warning given wheti the war zone about the British Isles was announced, there was much in terest in whether It foreshadowed in creased activity of German subma rines or possibly had to do with move ments of the German fleet, which has been vi.riousl) reported of late as cruising iu the North Sea. Embassy officials in explaining the publication emphasized that it was in tended as a warning to travelers and that the embassy had acted In accord ance with its general instructions from the Berlin Foreign Office. AY, MAY fl, 1915. CHINA REFUSES MAIN JAPANESE DEMANDS (Special to thef Argus) Pekln. China has replied to the Japanese demands In a note which, while complying with some of the de mands, definitely refuses to accede to others, including the most Important, embodied In what Is known as Group V. China also has furnished to the Jap anese minister, Ekt Hiokl, a list of further concessions which she Is will ing to grant, but after perusing the note and the list M Hlokl declared that it was far from complying with the 24 demands as presented by Japan. The list of Chinese concessions Is In the nature of counter-proposals. China asks the right to participate In an international conference in which the altered status of Shan-Tnng will be rearranged; Indemnity for the losses incurred in consequence of the TslngTau campaign and also restora tion of Its status as before the war. These three requests are repeated from China's original counterpropos als. Group V comprises seven articles relating to the employment by China of Japanese as advisers tu political, fi nancial and military affairs; supervis ion of the Chinese police; the right of Japanese ownership of land; Japanese supervision over the manufacture or purchase by China of munitions of war, various railway and mining rights and the right by the Japanese to propagate Buddhism In China. Thaw conference terminated with neither the Japanese nor Chinese ask ing for another meeting. Should the Japanese government now present an ultimatum or occupy further territory in China It la intimated that the Chi nese probably would appeal to the four powers which are pledged to China's Independence.
