President Has Tariff Situation
Well in Hand Severely

seems to have the tariff situation well
In hand, notwithstanding repeated
murmurlngs among western democrat
ic senators, who have It In their power
to force material changes In the Un
derwood bill, and unless there Is a
change of heart at the White House,
the tariff law will be signed in sub
stantially the shape In which it left
the house.
From time to time there Is specula
tion as to what might happen if a few
western democratic senators, repre
senting wool and sugar growing states,
should Join with the Louisiana sena
tors and form a combination to defeut
the sugar and wool provisions of the
I mlerwood bill. I'p to dnte it has
been Impossible to Induce any of the
Ki'tiators who have figured In this spec
ulation to declare themselves publicly
on the hill, and their timidity had" to
tin' conclusion that they will eontent
themselves by expressing their disap
pfOral of free wool nnd free sugar, ami
will then vote for the bill.
Lobbyists Scored.

at the capltol as referring to the unus
ual efforta being made against free

While the president was declaring
that the public should be relieved
"from the Intolerable burden," Sen
ators and Representatives were view
ing on every hand the evidences of
the lobbylats, and significance wus at
tached to a statement by Secretary
Blmmoos, chairman of the finance
committee, that In his opinion the lob
bylsts were not making any headway.
Wheat to Oo on Free List.
Following the statement by Senator
Williams, of the finance subcommit
tee, which has the agricultural sched
ule under consideration, that the duty
on livestock and then products and
grains and their products would be
equalized, It was reported that the
committee hail agreed to put wheat
on the free list, along with wheat fhmr
In the I'uderwood bill wheat Is given
Ik duty of 10 cents a bushel, while
wheat flour Is free of duty. It also
was reported that the committee prob
ably would recommend removal of
the lo per cent duty on cattle, sheep,
and hogs In conformity to the free list

price at which retailer must sell to
