The following conclusions were submit ted by the committee on Rules and Busi ness at the conference of Superintendents, which was held at Washington, Dec. 6 to 10, and they were adopted as, represent ing the judgment and conclusions of the conference: 1. That the total capacity of non-reservation schools be reduced by the abolishment of such schools as the In dian Office may designate; that the re maining schools should be better equip ped for more efficient work. That no school shall have an average enrollment of ovei 500 pupils. 2. That the present law be amended eliminating the per capita allowance of $107 per pupil, and that hereafter a lump sum be appropriated for each schooj specifically appropriated for. 3. That at the present .time any great reduction in ti e number of res- rvation b ardiny-sehools would be inadvisable, and that in the few cases where the abolishment of boarding schools is desir able, the plant- (if such schools be used as consolidated day sch ols similar to tho.-e now being organized in theprogres ive rural communities. 4. That the age limit for enrollment of reservation pupils in non-reservation schools should be made 12 years unless special permission is granted, and that reservation Superintendents be instruct ed to encourage the transfer of such pu pils; that transfers be made on a basis of proximity and climate, except' in the case of a few larger and specially equip ped schools, which may recruit more gen erally. 5. That the Indian Office should pre scribe a course of 6tudy and grades for each school and that a pupil enrolled in a non-reservation school be- not permit ted to enroll in another school until he has completed the course for that school, ex cept with the. permission of the Superin tendent under whom enrolled. That a course of study should be made to conform to that of the State in which the school is located, not omitting, but continuing to emphasize, industrial feat lire. 6 That IocmI Civil Service boards in the vicinity of Indian Schools and Agen cies be constituted and authorized to hold i-uch examinations as may "be required to secure eligibles for positions in the Indian Service. 7, The Superintendents be author-
