on account of merely sentimental con
siderations. 8. Within a reasonable time after his
visit, the Health Officer shall either
personally or through a Deputy again
visit the premises, to know whether his
orders have been -carried out. If they
have not, he shall proceed in the manner
indicated by thee regulations
9. On the willful failure of any person
or persons to obey his orders, the Health
Officer shall report to the Agent or
Bonded Superintendent the fact in each
case; if the offenders are noncitizen In
dians the Agent shall properly punish
them by placing them in the guardhouse
and requiring such hard labor as is com
mensurate with the gravity of the of
fense, or by such other legitimate
corrective., means as the circumstances
may warrant; if citizens, he shall report
the case to the local authorities and
prosecute it under the local health laws
in the proper tribunal.
10 I he Health Officer is authorized
and directed, wherever it is deemed ad
visable, to call on the Indian police, and
through them to enforce the rules of
sanitary cleanliness in any household
on the reservation. . . '
11. He shall prepare simple rules relating-to
the betterment of sanitary con
ditions on the reservation, Which shall
be given wide publicity ; and the Agent
shall give ample notice that the Health
Officer is empowered by these regula
tions with authority to enforce hygienic
rules and orders for protecting Indians
and whites from the results of careless
ness and indifference, on the part of any
person on the reservation, to the laws of
effectual sanitation.
12. The Agent or Superintendent, in
imposing punishment upon those who
violate the rules and order? of the
Health Officer, will exercise sound (lis
cretion, so that such punishment ?hall
be remedial and not cruel, considering
the physical condition of the offenders.
18. The Agent shall, have a copy of
these regulations placed in the hands of
all Far-men;, Additional Farmers, Field
Matrons and Police on his reservation,
with instructions to co-operate with the
Health Officer in the discharge of hU
duties.
14. The Health Officer shall divide
the reservation into Sanitary Districts.
On his recommendation and nomination,
the Agent shall assign a Farmer, Field
Matron or other emph ye stationed there
ana regular Deputy for that district.
The-Deputy. shall act under the direc
tion of.-the Health Officer in carrying
out his rules aud orders, and shall re
port to him all cases requiring his atten
tion. , .
15. Copies of these regulations shall
be posted conspicuously at the Agency
and at other public piact s on the reser
vation. 16. On receipt of these regulation,
the Agen t shall cause to be made official
copies thereof, and shall supply the phy
sician in charge, mid each of the other
physicians' affected thereby, with copies.
