That. there may be unity of action on ali reservations and at all schools with Agency duties, for conserving the health j of the Indians the following regulations ! are hereby prescribed : 1. The regular physician, or contract physician at those places where such is provided in lieu of a regular physician, is appointed the Health Officer of the Reservation and Indians. 2. Where there are other physicians, 1 school, Agency or contract, they are ap pointed Deputy Health Officers, and will act under the orders of the Health Ollieer. :j. It shall be the duty of the Health Ollieer frequently to visit the homes of Indians and Government employes on the reservaiton, and personally inspect the sanitary condition of the premises and occupants. I. Where any insanitary conditions prevail he shall direct the responsible occupant promptly to take the uquisite measures for remedying them. o. All orders and directions must be plainly and simply explained, so that the occupants may be able to understand NO. 27 that they must keep their houseR, out buildings and premises (dean so as to avoid the infection of others by com municable germs. 6. Houses where consumptives live or are visiting must be examined and the occupants informed of the general sanitary rules touching this disease. The disinfection of rooms where such patients reside or have died should re ceive special attention. The spread of this sinister disease is largely due to three things: Ignotance on the part of the general public as to the dangers of household infection, and therefore ignorance of the wave to prevent it; in difference to the risk from sanitary un cleanliness of those in contact with such cases; and lack of ordinary facilities for caring for the poor and friendless, es pecially Indians. 7. No drastic rules about "cleanli ness" should be enforced simply for the sak-e of requiring conformity to some technical standard, where they may prove'oppressive without producing im portant results good -ense should be exereUed at all stages of this work; but, on -the other hand, the health of the community must not be allowed to suffer DECEMBER 25, 1908.
