1 have been ecquainted with this school
f ir 15 years and during that time I have
seen a wonderful growth and development.
In the I e 'inning of my acquaintance with
it, it was a struggling little institution
here, with a few wooden bnildinga poorly
fixed for the work which was intended
foritto do. It wasa etrugglingpolitfeal hot
bed, in which jealouny and trouble wre
controlling features, but by an intelligent
and systematic control which it has enjoy
ed for the pist 7 or 8 years under the able
management of the Honorable Thos. W.
Potter and the grand assistance of Mr. W.
P, Campbell, his assistant, thb institution
has been built up, its field of usefulness
has been broadened, its emloyes are a hap
py family without jealousy, and the work
it wasintended to do is being done without
noise, ostentation or trouble. That there is
so little of turmoil or trouble or advertise
ment about it, that the people of this sur
rounding cou.itry.or people of Salem have
no adequate idea of what an institution we
have here. They connot realize that
there is some 660 pupils enrolled in Che
mawa Indian Tiaininsi School, a popula
tion which, included with the employes, is
greater than some of the ambitious towns
of the State of Oregon. That right here
you have a consuming population ofnearly
800 s iul8 tributary to our town and coun
try and other consuming powers, making
one of. the best financial institutions ii r
this country.
That we have today and the people here
and in srialeui do not realize the fact, that
this great ius.itutiou dues not cosfcthe peo
ple of the etate of Oregon a hingle dollar,
except in in indirect taxation, which is
paid to support the Government. They do
not lealize that every dollar of this money
comes here from the United Sates Congress,
and that ail these grown bo.S and girls are
sed-producers in wealth and spend it in
this place, and from a financial stadpoint,
th 8 is one of the greatest iustitu i us that
is in this valley toduy. And the grand
work which is done; all you have to do,
ladies and gentlemen, is to walk through
the Industrial phops of this ins-itutiou
from the c oking and sowing department
to the making of wagons, harness, shoes
and all the industries to which the hand of
man can be turu6d. All you have to do ia
to watch from morning till night and
realize that the work of the Governineut
for the dusky sons and daughters of Amer
ica is not in vain. . Tint they are turning
out year after yar responsible, seli-bene-fitted
and seli'-supponing American
citizens. That, they are giving them a
book education thesame as that received
by their pale face brothers and sisters, and
U( t only that, but they are giving t iem a
moral and religious training, the samu
also as received by the white children of
the laud, so that when a child reaches the
age of mat urity here at this Urge, grand in-
s itution, he is turned out morally trained,
religious'y trained, educationally trained,
