at the issues su rro u n d in g fa ir share.

G lathar said tha t the a n ti-fa ir share
g ro u p seemed to th in k raising the
required nu m be r o f names w o u ld not
be d iffic u lt. "W e countered th e ir in itia l
big push and then, as th e ba ttle go t
tougher, the y seemed to go do w n
h ill,” she said. "N o w they are hardly
active.
" B y c o n tra s t, w e h a ve re a lly
expanded th e base o f o u r active
people d u rin g this cam paign. M ore
and m ore I am hearing m em bers
express a co n fid e n ce tha t as a union
the y can get th in g s done.”

d iffic u lt to speculate w hat th e result
w o uld have been tw o years ago, but
the (de au th oriza tion ) p e titio n s are
not ge ttin g m any names no w ," said
Don Prebus, pre sid ent o f th e CSD
local. “ T h is sho w o f streng th is due
largely to th e changes OPEU has
un de rg o n e —th e m em bers now know
the y can be m uch m ore involved in
th e barga ining process and as a result
o f th e un io n's new openness, th e y feel
they can make an im pact.
“ O u r cam paign to organize against
a possible de au th oriza tion attem pt
w ill fit n ice ly w ith o u r e ffo rts to
co n tin u e org a n izin g o u r local state
w ide," Prebus con tinu ed . "W e are
fo rm in g a com m ittee th a t encom
passes each d is tric t and m any field
offices.
"H ow ever, w e are not try in g to
he ad -off any de a u th o riza tio n pe ti
tio n , n o r w ill fa ir share be th e p rim ary
issue if a p e titio n is successful. “ Fair
share w ill o n ly be a veh icle fo r
education. We w ill focu s on in fo rm in g
CSD em ployes w h y a un io n is
n e c e s s a ry a n d s h o w th e m th e
o rg a n izin g and b a rga ining to o ls they
have at th e ir disposal to help m ake
better w o rkin g con d itio n s.
“ I am very ty p ic a l o f th e m a jo rity of
em ployes in C SD ,” Prebus said. "I
looked do w n on th e union, because I
aspired to be in m anagem ent. B ut my
aspirations to becom e a m anager
were frustrated tim e and again. So I
looked fo r an othe r o u tle t fo r my
energies and becam e active in OPEU.
A t firs t I was surprised at th e in p u t I
had. Now, eventhough we s till have a
lo ng way to go, I am an advocate.”
