Many State agencies were unable to meet their payroll when the budget-
year ended June 30 and the Legislature had not passed a budget.
Approximately 60 OPEU members from ODOT locals went to the
Legislature to demonstrate and to lobby for an emergency budget
authorization and to discuss contract negotiations.
