for UO vote

Collective bargaining at the
University of Oregon was dealt
a minor setback on Jan. 23 when
the Employe Relations Board
rejected a petition to certify
representation for academic-
faculty at the school.
VII. CHALLENGE TO FINAL
PO LITICA L
AC TIVITY
REBATE
A. If a nonmember contends
that the final political a ctivity
rebate does not accurately
reflect the percentage of the
OSEA annual budget actually
spent for political activity, he
or she may challenge the final
political activity rebate by
sending a w ritten com­
munication to this effect to the
Executive D irector. Said
communication shall be con­
sidered timely if it is post­
marked not more than ten ( 10)
days after the nonmember
received the rebate and written
communication from the
Executive Director pursuant to
Section VI above.
B. The Executive Director
shall refer any challenge to the
Board of Directors. The Board
of Directors shall take such
steps as it deems appropriate
to resolve the issue, provided
that the nonmember and/or his
or her representative shall
have the right to submit
written material and to present
oral argument to the Board of
Directors. The Board of
Directors may, at its option,
consolidate two or more such
challenges into a single
proceeding.
United Oregon Professors, a
coalition between OSEA and the
American Federation of
Teachers, filed a petition with
317 representation cards from
the proposed bargaining unit;
what they thought to be well
above the required 30 percent.
However, when university
management submitted its list
of all university employes in the
proposed unit, UOP’s petition
was almost 40 signatures short.
Fred Hasle, OSEA mem­
bership and education director,
said that UOP will now have to
go back to the university and
obtain new representation
cards from all those who signed
the original petition. In ad­
dition, they will need to gain at
least 40 additional signatures.
Governor Victor Atiyeh was the guest speaker at the January meeting of Salem
ROSE Chapter 203. The governor told retired OSEA members that he supports
expansion of the retirement system and additions to the pension fund ‘‘as long
as they are actuarially sound.” He also said that new legislation is needed
concerning parking fees charged state employees and that one of his major
priorities for the next two years will be to increase efficiency in mid-level

Hasle sees no problems in
