A ll of OSEA's Bills Introduced;
Here's List and Current Status
Editor's Note: Ail of OSEA's bills have been
introduced into the 1973 legislature. Some were
introduced at the request of the Association, some
were introduced by the Public Employes'
Retirement Conference (PERC), of which OSEA
is a participant, and others were introduced by the
Executive Department as a result of the collective
bargaining contract negotiated by the Association
last month. Following is a listing of those bills and
the current status of each.
SENATE
SB 297: PERC bill to correct the denial of par
ticipation by legislators In the Public Employes'
Retirement System. Senate State and Federal
Affairs Committee heard the bill on February 20
but no action has yet been taken.
SB 301: OSEA bill to create additional options on
the health plans offered under the supervision of
the State Employes' Benefit Board. Assigned to
the Senate State and Federal Affairs Committee
where no hearing has yet been held.
SB 355: OSEA bill to permit payroll deduction
for automobile Insurance programs endorsed by a
state agency or employe organization. Assigned to
the Ways and Means Committee where no hearing
has yet been held.

SB 620: Executive Department bill (resulting
from negotiations with OSEA) to Increase
vacation allowance one day a year and to increase
maximum accrued vacation leave from 200 to 250«

SB 622: Executive Department bill (resulting
from negotiations with OSEA) to permit accrued
sick leave upon retirement be paid by means of an
Increased retirement benefit. Assigned to Ways
and Means Committee where no hearing has yet
been held.
HOUSE
HB 2449: OSEA bill to define who Is the em
ployer of state employes for collective bargaining
purposes. Assigned to House. Labor Committee
where no hearing has yet been held.
HB 2496: OSEA bill to permit faculty members
to have access to their own personnel records.
Assigned to House Judiciary Committee where no
hearing has yet been held.
SB 441: PERC omnibus retirement Im
provement bill. Assigned to the Ways and Means
Committee where no hearing has yet been held.
HB 2551: OSEA bill to clarify the power of the
Public Employe Relations Board to reverse
agency disciplinary actions. Assigned to House
Labor Committee where no hearing has yet been
held.
SB 440: OSEA bill to clarify protection of Ad
ministrative Procedures Act for academic em
ployes. Assigned to Ways and Means Committee
where no hearing has yet been held.
HB 2552: OSEA bill relating to PERS "police
officer" classification for Corrections Division
custody employes. Assigned to House Labor
Committee where no hearing has yet been held.
SB 618: Executive Department bill (resulting
from negotiations with OSEA) to Increase private
car mileage' reimbursement rate from 9 to 11
cents. Assigned to the Ways and Means Com
mittee where no hearing has yet been held.
HB 2890: OSEA bill exempting PERS pensions
from unemployment compensation reduction.
Assigned to House Labor Committee where no
hearing has yet been held.
SB 619: Executive Department bill (resulting
from negotiations with OSEA) to Increase state
contribution to employe health Insurance from $10
Remember: Dues
Are Deductible
With the deadline fast approaching for filing
1972 state and federal Income tax returns, here's
two things OSEA members should keep In mind:
(1) OSEA dues are deductible from both federal
and state taxes.
(2) A tax credit equal to one-half of a con
tribution to a political organization such as Citizen
Action by State Employes (CASE), up to $12.50 for
an Individual or $25.00 for a couple, may be
claimed on federal (not state) tax forms.
HB 2892: OSEA bill to permit strikes by public
employes In certain Instances. Expected to be
assigned to House Labor Committee.
HJR 30: OSEA resolution to amend Oregon's
constitution to perm it state employes to serve In
the legislature. Assigned to House Local Govern
ment Committee where no hearing has yet been
held.
HJR 31: OSEA resolution to direct the Personnel
Division to revise job classifications, qualification
requirem ents
and
tests
to
elim inate
discrimination. House State and Federal Affairs
Committee heard the measure on March 12 but no
action has yet been taken.
An OSEA proposal to permit bargaining of a
"fa ir share agreement" requiring non-members
of a certified representative organization to pay
representation fee Is being considered by House
Labor Committee as an amendment to HB 2263,
the Governor's Task Force bill on public employe
collective bargaining.
