Report Criticizes Personal Use of State Phone Lines
A Management 70's Task
Force has c ritic iz e d state
employes fo r using state
telephones to make personal
long-distance calls.
The report did not suggest
that much money could be
"saved" by state government,
but noted that it Illustrated the
size of the problem.
It said a random sample
survey of employes who use
long-distance telephone ser
vices Indicated as much as 25
per cent of the calls were being
placed for personal business.
The Task Force urged state
agencies and the governor to
crack down on personal calls,
even m onitoring calls if
necessary to find those guilty
of making them.
In Its report to Gov. Tom
McCall, the Task Force said the
state is spending $600,000 a
biennium "to provide toll-free
service fo r its em ployes'
personal use."

salary values of time spent on
such calls theoretically could
total $450,000 a biennium.

Oregon have begun a joint,
three-year
study of all
classified positions at the
school.
The study is being un
dertaken as the result of a
collective bargaining contract
which went into effect earlier
this year.
Its purpose Is to assure both
employes
and
the
ad
m in istra tio n th a t jobs are
properly classified.
Classifications to be studied
have been divided into seven
groups. They w ill be examined
in the following order:
(1) library assistants, (2)
domestic and custodial, (3)
trades, maintenance, grounds,
engineering
and
related
classes, (4)
clerks and
secretaries, (5) fisca l and
administrative, (6) education
and
(7)
medical
and
laboratory.
Employes w ill be asked, to
prepare position descriptions of
their jobs. Supervisory per
sonnel
w ill
review
the
descriptions.
The u n ive rs ity personnel
department and OSEA w ill
review positions on a random
sampling basis and develop
recommendations
regarding
position classification.
Recommendations w ill be
submitted to the Personnel
Division for approval.

eight miles east of Salem.
Jones said OSEA was able to
obtain unlimited starting times
for the tournament. For that
reason, he said, there w ill be no
limitation on the number of
players who may enter.
The entry fee w ill again be $6
per player. Of that amount, $4
w ill be used to pay green fees
and $2 w ill go towards the cost
of prizes and refreshments.
For members of Santlam
Golf Club the entry fee w ill be
$2.
The tournament w ill begin at
9:00 a.m. when the firs t four
some Is scheduled to start. A
foursome w ill follow every
seven minutes until all players
are on the course.
As in past years, a "blind
bogey" system w ill be used to
compute net scores and
determine flight winners.

Mrs. Graves began the project
of updating OSEA's frin g e
benefit survey. She said It was
mailed to every state In the
nation plus some 80 private
firm s In Oregon.
The results w ill be tabulated
this fall. The survey w ill be
used by the OSEA staff during
the 1971 legislative session.

OSEA's seventh annual golf
tournam ent w ill be held

Santlam Golf Club, according
to Chalmers Jones; chairman
of the tournament committee.
It said McCall should con
sider an executive order to
agencies telling them to stop
personal calling and wasteful
telephone usage. That might
reduce agency long-distance
telephone budgets by as much
as 12 per cent, it said.
In an effort to keep OSEA members informed on the value of
their retirement accounts, the OSEA News w ill publish the
following table each month. It lists both the variable annuity
account' (which is invested in common stocks and short term
notes) and the "fix e d " portion of the account (which is invested
in long term bonds and mortgages). The table shows the current
