If granted, it w ill be the firs t b a rg a in in g u n it in state governm ent composed solely of unclassified employes. The association's request to the PERB was accompanied by petitions bearing the signatures of more than 30 per cent of the employes in the proposed unit. fe re n ce of th e W estern A sse m b ly o f G o ve rn m e n ta l Employees (W AGE) held in Phoenix, A riz., recently. Theme of the conference was, "T h e M e r it S ystem — Is it Outmoded?" Jean C o u tu rie r, NCSL dire cto r, discussed "T he M e rit System and C o lle c tiv e B a rgaining." He also outlined a p re lim in a ry d r a ft o f the league's proposed new model c iv il service law. In a speech entitled, "The Personnel Division as an Arm of M a n a g e m e n t (th e new Oregon S ystem )," OSEA staff m e m b e r C. D. Johansen discussed O re g o n 's y e a r-o ld p e rs o n n e l m anagem ent system . His fellow staff member, E verett B. Stiles, instructed four 90-mlnute sessions on the subject of classification and pay. Other topics covered at the conference were exam inations and performance evaluation, collective bargaining versus the m e rit system, disciplinary actions and contracting out exemptions. Deadlines Near For Candidates Two im portant deadlines a re a p p ro a ch in g fo r c a n didates seeking election to the OSEA Board of Directors this fa ll. O ffice s up fo r e le ctio n include nine d is tric t directors and assistant directors, plus those of p re s id e n t, vice - p r e s id e n t, s e c re ta ry - treasurer and directors of the following state comm ittees: Academic and Unclassified S e r v ic e s , E m p lo y e Representation, Institutions, In su ra n ce , Law and L e g is la tio n , M e m b e rs h ip , P u b lic R e la tio n s and Retirement. The firs t deadline is July 5 when the names of candidates for d is tric t offices must be subm itted to headquarters. Each c a n d id a te m u st subm it a 3 " x 4 " head and shoulders glossy photograph and a 40-word resume of ex perience and background in the association fo r use in the July issue of the OSEA News. Each candidate w ill also be given space in the newspaper fo r a 15-word ca m p a ig n statement. D istrict elections w ill be held during August. The second deadline is Aug. 3. That's the date candidates running fo r the other ten o f fices on the board must subm it th e ir names, resumes and pictures to headquarters. A picture and resume of each candidate w ill appear in the August issue of the OSEA News. Ten board members w ill be elected at the General Council in October.
