Page 2 DECEMBER, 1969 OREGON STATE EMPLOYEE N'EWS E ffo rt to Help State Police Turns Into Membership Drive What began as an effo rt by OSEA to establish a grievance procedure fo r Oregon State Policemen has ended up as an o rg a n iz a tio n a l membership drive. "When Gov. Tom McCall asked our assistance in setting up grievance procedures in the Department of State Police, we accepted the job as strictly an assignment to perform a need ed technical service," Thomas C. Enright, OSEA executive secretary said in a letter to all members of the force. "We repeatedly stated that any meetings arranged by us should not be interpreted as an o rg a n iz a tio n a l membership drive," he declared. Since then, Enright said. two labor union affiliates and a n o th e r organization have started campaigns to "organize State Police." "Under the circumstances, it would now be unrealistic for us to say that we can perform this service w ithout getting in volved to some extent in com peting organization claims," he asserted. _ "We have talked with a number of individual officers and former officers, and we feel we have acquired some understanding of the problems in the department. We would still like to talk to you. We would still like to set up meet ings, if you and your fellow officers indicate you want us to ," Enright said in his letter to OSEA MEMBERS— Central Drug is your very own drugstore the force. "The organizational struc ture o f OSEA is sufficiently flexible to give you staff service by.persons knowledge able in state government, while preserving your special identity in chapters set up to f it your OSEA once again has de feated an AFL-CIO union in a collective bargaining repre sentation election. Results o f the election, held earlier this month fo r a special u n it o f d riv e r's license examiners in the M otor Ve hicles Division! gave 37 votes to OSEA and 24 votes to the American Federation o f State, County and Municipal Employ ees Union. One vote was cast for no representation. A lth o u g h 76 employees were eligible to vote, only 62 ballots were cast. The election was very close during early stages o f the tabu lation. The count, which see sawed back and forth, was tied five times before OSEA slowly began to pull away. The association was elected re p re s e n ta tiv e fo r the Motor Vehicles Division over three years ago. Lewis said the new union w ill deal w ith problems exist ing in the areas of hours, wages and retirement. He said the group w ill affiliate w ith the Oregon Council o f Police Unions, and would ask all other state policemen to join. State policemen from Constitution Changes Need Chapter O K A total o f six amendments w ill be made in OSEA's consti tution if 41 of its 80 local chapters vote to ratify them. The amendments are a re s u lt o f six resolutions adopted by delegates to the 1969 General Council last month. Most of them are minor. If ratified, they w ill: (1) Change the spelling o f "employee" to "em ploye." (2) Change the title of "Junior Past President" to "Immediate Past President." (3 , R edesignate "C ivil Service" to "M e rit System" throughout OSEA's consti tu tio n and by-law s, and change the title of its "Civil S e rv ic e C o m m itte e '' to "E m p lo y e Representation Committee." (4) Outline the powers and functions o f OSEA's district councils. (5) Change the wording of Article I (Name and Objects) of OSEA's constitution. (6) Create an office of Director o f Institutions on OSEA's Board of Directors. To amend the constitution, a resolution must be adopted by a tw o —thirds vote of General Council delegates, and’ must be ratified by a majority of the chapters w ithin 120 days. The union appealed his de cision to the Public Employe Relations Board. It granted the union's request and ordered the election. The election marked the sixth time the independent association has defeated an AFL-CIO affiliated union in a head-to-head contest. The first tw o occurred in 1966 when OSEA defeated the AFSC&ME at Oregon State Hospital and the University of Oregon Medical School. u n io n s e n t n o r e p r e s e n t a t iv e . In 1967, the association beat the Building Service Em ployees International Union in an election fo r University o f Oregon custodians. In the other two elections, held in 1968 and 1969, OSEA d e fe a te d the International B ro th e rh o o d o f Electrical Workers to win the right to represent University of Oregon electicians, and out-polled the AFSC&ME in a election held f o r A p p re n tic e s h ip and Training Division field repre sentatives in the Bureau of Labor.
