A week before publication of this issue, Senator Anthony Yturri of
Ontario called state employ under Civil Service "tantamount to tenure ,
implying to the public that the State employee is assured of a permanent
job, and that he need not concern himself about the quality of his work or
the manner in which he carriesttout.
It was then easy for him to suggest that the State employee might
forego economic advancement for the security he supposedly enjoys.
Senator Yturri is known to be a fair man and one dedicated to the ideal
of efficient administration. We think that in this instance he overlooked the
possibility that his allegation might have precisely the opposite ef
fect upon those who work for him and his colleagues. He seriously
impaired morale.
The Legislature is the real "boss" of the State employee. Having
the mandate of the people, it establishes the programs, sets the
salaries and job standards and otherwise employs those who carry
out the assigned duties.
Any change of law; any shift in political philosophy; any change in a
departmental administration may vitally affect any given position in that
department. Certain classifications may be done away with entirely. Certain
tasks may be altered to such an extent that personnel changes are in order.
The truth of the matter is thatyour jobs and mine are literally on the block each time the Legislature
convenes. Civil Service is primarily a protection against the spoils system, thus preserving continuity of
government service to the mutual benefit of the public and the employees. It is no persons shield.
The OSEA stands ready to assist Senator Yturri and members of the Joint Ways and Means Commit
tee in any. way possible. We contend thatsincere investigation will prove that State employees should
not sacrifice their equal pay for equal work concept to subsidize the state budget. It is also our contention
that we deserve more consideration from those who employ us.

OSEA
An open letter to all members of Chapter 28:
• A belated no'te.of. thanks is in order to all
those who worked iSojUiard to make the T>SEA-
sponsored Christmas Party for the patients at
the Oregon State Hospital such a success. Sev
eral groups of entertainers from th e s community
went through the various Units of the Hospital,
performing for .as many patients as possible.
Candy treats-were" contributed by OSEA Ever
green Chapter No. :28. .
One lady entertainer was heard to say that
the appreciation shown by the patients for their
performance of that evening ‘alone, made all.the
practices her group had held during the past
several months well worth while. She hoped they
would be invited back again.
Thanks again to the Party Committee mem
bers, Joe Hopkins, Mrs. Jarvis, Mrs. Sargeant,
Clark and Alice Barnes and all the others who
helped on this project. I
