possible to correlate the facts in time
to work out a peaceful settlement.
Moreover, without independent, non­
partisan analysis, major problems are
rarely worked out satisfactorily.
The league does not suggest abso­
lute arbitration. It detracts from the
proper and final authority of govern­
ment and its constitutionality can be
questioned. But adequate investiga­
tion, followed by a full/ public report,
provides the framework for public; of­
ficials to make decisions or reach
agreement with employee representa­
tives.
State legislators, in passing stern
anti-strike measures, are begging the
real issue and failing to remove the
cause of the trouble.
There is, of course, need for the
legislation they passed, in order to
protect the public in every possible
way from irresponsible breakdowns in
public service. That need will continue
until the U. S. achieves a perfect'so­
ciety.
But along. with protéctive laws
which wbn’t work by themselves,
there is an equal need for specific
machinery that will prevent periodic
strike-crises, and deal with problems
of public employees where and when
they originate- (Good Government—
