R ecent reductions in force in some
d ep artm en ts have . raised questions
from appointing authorities and em ­
ployees concerning th e reduction in
force procedures u n d er the' Civil S er-
vice R ules and Regulations.

Service R egulations are designed to
p ro tect the ten u re of the employee^
b u t at th e some tim e insure the con­

A uthorization fo r layoffs is con­
tained in R ule X IV of th e Civil S er­
v ice R ules! and R ggplations.
U nder this ru le layoffs m ay be m ade
because of abolitionfekpf positions,
shortage of funds or w ork, a m ateria l
change in duties, , or a change in an
organization u n it,J S r for o ther re ­
lated reasons w hich a re outside the
em ployee’s control a n d ; w hich do not
reflect discredit on th e service of the
em ployee.
I Layoff of em ployees shall be m ade
in inverse order of service credit (see
below ) in the g t S and in th e division
or o ther O rg a n iz a tio n u n it involved.
The follow ing actions a re au th o r-
ized by th e C ivil S ervice R ules I and
R egulations for d ep a rtm en tal layoffs.
