As for the quoted assertion that the
40-hour week Was “imposed on” state
employes, that is quite a joke. Their
own association worked for the same
length of work-week as in industry—
and got it.
Civil service is an expensive de­
partment, but that is just one of the
costs of conducting government in
these days. And even department
heads who grumble over the rigid­
ities of civil service (which in this
state has been to date really quite
lenient) would realize the grief they
are spared from hordes of job-hunt­
ers who press for employment when­
ever the going gets tough in private
business.”
