m atter. B ut shortly th ereafter Justice
George H. B u rn ett died, and Justice
George Rossm an w as appointed to H M
the vacancy.
“A reh earin g was granted. Justice
Rossman th en w rote the, prevailing
opinion in w hich three others joined,
w hich upset th e previous decision and
held th a t th e law authorizing th e bo r­
row ing from state funds for such p u r-
poses w as not untphsiitutional. I

U nited S tates suprem e court. On F eb­
ru a ry 25, 1929, th a t court w rote the
fin al answ er, affirm ing th e Oregon su­
prem e court.

edifice.

ation prizes of $1,500 each.
“As it was, th e building finally er­
ected is considered by m any visitors
who hav e seen th em all, the most b eau­
tifu l state capitol in Am erica.
“The state lib ra ry building was com­
pleted in 1939 at a cost of $875,730. In
keeping w ith the cloistered atm os­
p h ere th a t’s supposed to surround a
lib rary , the construction of this b u ild ­
ing was serene and w ithout u n to w ard

Much w ork has been done by the
com m ittee and th ere has now been
published in th e local new spapers re -
vised schedules w hich call for new
rou tings. This schedule w ill be placed I
in effect in the n ear fu tu re. N early
all schedules have been arran g ed so
th at employees m ay tra v e l to and from
w ork w ith g reater convenience than
in the past.
P arking is rapidly becom ing a ser­
ious problem in the capitol area and
the com m ittee recognizes this by u rg ­
ing all employes, w henever possible,
to use this form of public tra n s p o rta ­
tion as a m eans of relieving th e parkf-fc
