officially asked th e board to authorize the
executive secretary to call the m eeting and
to invite th e adm inistrative assistant and
one m em ber of th e commission, th e direc­
to r of civil service, and anybody else he
chose to have for an open m eeting on Janiz­
a ry 4, a t Corvallis to h e a r the com plaints
of civil service em ployees. This request
was gran ted and th e au th o rity given.
M r. W ilson said he w ould not be in favor
of m aking it so an em ployee could not be
fired, b u t he was n o t opposed to a little
equalization.
Mr. W hite stated it was a general council
m andate th a t th e board should im prove
rules and regulations, how ever, they could
a tte m p t to change them , strengthening them
and still leave th e door open.
Mr. Chidsey believed th ere is nothing
th e m a tte r w ith th e law or the rules, bu t
said th ey have been leaning p retty fa r to
th e rig h t in th e action of th e law. The
application of it has been a little one sided.

BE IT RESOLVED, th a t th e Laws and
Legislative Com m ittee be instructed to
ta k e w hat action th ey deem necessary
to cause to becom e a law, an act to
place all state em ployees on a w ork
w eek of 5—8 h o u r days a t no reduction
in earnings.
Mr. Chidsey said a statem ent of policy
is th a t in th e past these m atters have been
handed to th e executive secretary and he
has tak e n them to th e commission.
Mr. V aughn said he had reason to believe
th a t th e civil service commission had
quite a b it to do w ith th e 40 hour five day
week.
Mr. A shby m oved th a t this m atte r be
handled as in th e past. M otion carried.
Item G. WORKING CONDITIONS—WC

BE IT RESOLVED, th a t vacation tim e
should be charged ex actly as a w ork
w eek, th a t if an em ployee is on 40
hour w eek it is assum ed th a t his pay
is based on 40 hours, 44 hours or 48
hours accordingly, and th a t vacation
tim e be charged ex actly in accordance
w ith th e in dividual’s w ork week, and
n ot on a six day w ork w eek as a t p res­
ent. V acation tim e charge should be
exactly as th e paid w ork week.
This is a reitera tio n of one already on
the books from last y ear and th e executive
secretary was in stru cted to proceed and
try to w ork on this. We lost ground in the
legislature because we lost a holiday.
