of vice-president. The vote resulted in E. A.
Bam ford, M arion C hapter No. 18, Salem,
who w as nom inated b y the com m ittee.
Nom inations w ere then in order for the
office of secretary-treasurer. It w as m oved
that the nominations be closed and that a
unanimous ballot be cast fo r Lois M anning,
M arion C hapter No. 18, for secretary-treas­
urer.
Nom inations w ere called for the office
of law and legislation. P. M. Brandt, C o r­
vallis Chapter No. 29, w as elected.
Nom inations w ere opened fo r the office
of director of civ il service and as there
w ere no fu rth er nom inations it w as m oved
that the nom inations be closed and the
m otion carried. The vote resulted in the
election of Jam es Banks, of Capitol C h ap ­
ter No. 19, Salem.
Nom inations w ere opened for the office
of director of m em bership. It w as m oved
that the nom inations be closed and a un an i­
mous ballot be cast fo r Joe Wilson, of
Oregon C hapter No. 22, Salem.
Nom inations w ere opened fo r the office
of director of insurance. A m otion was
m ade th at the nom inations be closed and
a unanim ous ballot be cast fo r W illiam
Law less, Success Chapter No. 30, Portland.
Nom inations w ere opened for the office
of director of retirem ent. T ed Jones, Eu-
lane Chapter No. 40, Eugene, w as elected.
U nder unfinished business P r e s i d e n t
W hite explained that action taken b y the
board of directors w ith regard to revok in g
the ch arter of S.R.A. C hapter No. 33 and
stated it took a three-fourths m a jo rity of
the council to ra tify said action. A motion
was m ade that the ch arter of said chapter
be revoked and the m otion carried.
A request w as made b y V irg il O ’N eil that
mem bers of the various chapters see to it
that the association gets p u blicity w hen
th ey returned home.
U nder new business a m otion w as made
that the general council refer to the board
of directors fo r study and interpretation
the rules and regulations of the C ivil S e rv ­
ice Com mission pertaining to the m atter
of takin g vacation tim e b y a certain date
or losing it and takin g leave of absence.
The m atter w as referred back to the gen­
eral council n ext yea r fo r action at that
time. Motion made that this be done and
the m otion carried.
M otion w as m ade that a stu d y be made
to see if delegates to the convention can
be allow ed tim e o ff to attend w ithout it
being taken from their vacation tim e, p ar­
ticu la rly w ith respect to h ou rly w orkers.
T he motion carried.
M otion w as m ade that a picture be taken
at the n ext general council session in order
to prom ote better relationship. The motion
carried.
M otion was m ade that this council r e ­
quire the civil service to consider a change
in the rules to provide for y e a rly m erit
step increases on the anniversary date of
each in dividual personnel action, thus b e­
ing com pletely fair to each em ployee and
savin g the state the tim e, m oney and extra
w o rk w h ich piles up on Ju ly 1st and Janu­
a ry 1st under present setup. The motion
carried.

that this council go on record as support­
ing a program to demand efficien cy, lo ya lty
and courtesy from all em ployees in public
service, and the public em ployee has the
right to demand that such efficien cy, lo y ­
a lty and courtesy receive the p u blic’s r e ­
spect, a tenure in his job and adequate
com pensation for services given and that
