ganize chapters and follow through on

possible to assist the individual mem

amjm jlined to believe that the
Chapters, after being properly orgari-
ped, should assume in a large measure
f e -responsibility - of our membership.
Recommendation
It R m y - recom m enders that pur
local chafers be »a|aBu&blefdo ^1588*
State Association for at &leastri one
year’s dues from each dnefpf its mem-
bers. H | other words, the Chapter
should remit an advance payment of
$5, one year’s dijmsffor eacmand every
'member who joins the chapter, and’
follow through^tw reafter. If the chap-
terj|o chooses, ihmay permit the mem
ber to pay b ^ lt^ ^ m pp t^ ^ nd - in this
way a local chapter would, of course,
receive the additional $1 in dues that
would be charged. This procedure
would materially reduce the work at
headqt^^^ O and in the end would be
a definite incentive, no£' only for the
in^BaJyM m em ber
continue the
^payment of dues, but would also be
an additional incentive for the chapter
officers to collect dues from their
members.
Finance
I At the close of the calendar year?'
1948, possibly due to the fact that
1948 whsj|not a legislative year, we
had paid all current bills and the
outstanding indebtedness as of De-
ce m ^ B jn , 1947, and had a surplus of
a little more than. $2,000. I amcvery
pleacedjto report that we have gone
through most of the year 1949, a leg-
islative year, and have also added an
additional employee to our headquar
ters’ staff beginning June 1, and have
been able to increase-our surplus, and
we will
end the calendar
.year 1949 » it h more ;funds on hand;
than we had as of December 31, 1948.
I The ..detail^ of our financial 'condi
tion
of course, be given to you
by our'^^cretary-Treasurer and the
auditing committee.
Conclusion
May I again commend to you our
staff of employees and to further men
tion not only the Cooperation given
by the entire membership, buh«pai^
