lems. It is assumed that we represent a
majority of regular full-time employees.
Low wages have caused numerous res
ignations from State service among our
members. Therefore, I urge all of you to
put forth every effort in securing new
members for the .Association. If this
message reaches a State employee who
is not a member^ I wish to extend a

All organizations created with high
objectives become harassed with recur-
I ring questions of policy. The Oregon
State Employees Association' is no ex
ception. Succinctly expressed, the OSEA
is' an independent association organized
by State employees in the interests of
efficient government and the welfare
of State and employees. Since its incep
tion in 1943, this policy-'has been con-
. sistently maintained.
State Welfare Augmented
That such a policy, jealously adhered
to, is wise is attested by the results ob
tained to date. The Retirement Act and
Civil Service Act are providing the
tools by which governmental efficiency
-is now being increased. Under the Re
tirement Act, administrators' are find
ing it necessary to take stock of the cal
iber of their personnel and to plan wise
ly f o r th e training of their employees
and for the selection of public service
men and women to, carry on and to
expand the State’s services. The Act
says in effect "there are none who are
indispensable and public, ..careers for I
well-trained peqple are to be made de
sirable as a State policy.”
The Civil Service Act ties in with,
the Retirement Act to provide a fair-
and impartial means by which person
nel. will be available as needed. As the
public administrators explore the full
value to the State of a proper use of
these two measures, they come more and
more to realize' that the OSEA’S spon
sorship thereof was done in the com
posite wisdom of Statb- ’Employees' who
valued the services rendered the public
and realized the need
better service
to the public. In this respect, the OSEA
has discharged its dutyyto the State’s
welfare. It now .stands as the guardian
of its; achievemeptsi tf, ,
Employees Welfare Advanced
The welfare of employees has been
advanced in many ways by OSEA ac
tivities. Redress of personal injustices
,isJ a constant routine of our executive
staff. Representation of ALL employees
is always present- at the proper levels
,and at the proper time.' Recognition of
the employee as.tan individual worthy
of consideration has been' publicly ob-
tairied. Our association js the ONLY
independent means whereby employees
can express their attitudes toward gov
ernmental functions that affect them.
It isinot accidental that wofk hours
have been brought nearer in line with
other States. It didn’t "just happen”
