Meeting recessed for fifteen minutes at
3:30 P.M. and when it again came to order
Mr. Morelock took the chair at the request
of President White.
Mr. Chidsey remarked that he still hadn’t
figured what all the discussion was about,
but in order to get it off the floor, he moved
that the Chair appoint a committee of three
to look into the ramifications of the prob­
lem and report at the next meeting if there
were any points which had not been con­
sidered. Motion seconded.
Mr. O’Neil offered the amendment that
the committee report to Forrest Stewart and
that the matter be put into effect in any
manner he might see fit.
Mr. Chidsey said he would allow the mo­
tion to be reworded to say that the com­
mittee be appointed to clear up the matter
and report to Forrest Stewart. Whereupon
Mr. Stewart asked if the committee was to
have the power to act and Mr. Chidsey
said it was to have such power. Motion as
reworded was carried.
Mr. White resumed the Chair.
Item 9 on Agenda: Regarding deduction of
dues along with the insurance premiums.
Mr. Chidsey said he understood some de­
partments considered deduction of Associa­
tion dues absolutely unconstitutional and he
moved that the matter of deduction of dues
be dropped and that the Executive Secre­
tary take action immediately to contact the
Highway Commission and use what influ­
ence he could to get that Commission to
make deductions for insurance premiums.
Seconded.
Mr. White said it was moved and second­
ed that no effort be made to request de­
partments to make deduction for dues for
the Association, but that the Executive
Secretary see what he can do about getting
the Highway Commission to allow such de­
ductions to b'e made for insurance premi­
ums. Motion carried.
Item 10 on Agenda: Printing of revised
Constitution and By-Laws.
Mr. Chidsey remarked that he thought
action was taken at the last Directors’ meet­
ing and that a committee had been appoint­
ed to handle that item.
Mr. Stewart reported that it had not been
carried through because of lack of finances.
He also reported that he believed the cost
would be about 8 cents a copy.
Mr. O’Neil moved that the Chair appoint
the proper committee which is provided
for now under the By-Laws to prepare the
necessary amendments to Constitution and
By-Laws and see that they are printed in
accordance with the discretion of the Ex­
ecutive Secretary and in accordance with
the resolution. Motion carried.
Item 11 on Agenda: Regarding assistant
to Executive Secretary.
Mr. Taylor stated that the Library Chap­
ter reported a majority of the Chapter voted
no increase in dues, but conceded there
should be a drive for new members.
The letter from the Roseburg Chapter
was in favor of raising the dues 25 cents
a month to the Association in order to pay
for the assistant executive secretary.
Mr. Chidsey said a month ago his chap­
ter discussed this matter of increasing dues,
but they were strongly opposed to increas­
ing dues inasmuch as they had reduced
their chapter dues and formed another
