ing it was the idea of th e Legislature to
give two weeks vacation based on th e way
we w orked a t th a t tim e, five days and
Saturday m orning.
Mr. Chidsey disagreed w ith th a t sta te
m ent and the stand of th e Civil Service
Commission and all th e others who said it
was th e in tent of th e Act to give tw o weeks
vacation and no m ore. He said th e law
stated th a t th ere will not be less th an one

Mr, R. M. Sm ith stated he had discussed
this m atter w ith th e Civil Service D irector
and th a t he w ent back to th e old argum ent
th a t the Civil Service Law as th e Legisla
tu re had drafted it was intended to give
the state employees two w eeks vacation a
vear. Mr. Sm ith thought it would be p retty
h ard to change th e Commission’s m inds as
he thought th ey would stand firm . Since
he had discussed th e m atte r someone from
P ortland had suggested the idea of recog
nizing th e length of service of an employee
by allowing a little m ore vacation tim e.
W hen the Executive Secretary sent this to
Mr. Sm ith, Mr. Sm ith said he replied by
saying th a t th ere w ere certain groups of
state em ployees to whom it would not m ake
any difference w hether they took Saturday,
Sunday or the F ourth of July, because th eir
desks would be stacked ju st so high and
they Would have to catch up w hen th ey re
turned; th a t afte r you had to do all th e
w ork which accum ulated w hile you w ere
gone th ere ■ was not m uch point in taking
any vacation. Mr. Sm ith said of course the
Civil Service Commission had allowed two
additional days a year to p a rtly offset that,
Mr. Stew art said he understood the Am
erican Federation of Labor would propose
an am endm ent to th e Act asking for a day
and a q u a rte r vacation allowance. He said
th e Laws and Legislation Com m ittee would
have to decide w hat action to take on th a t
