Mr. M orelock said this appeared to be
a v e ry a ttractive proposition, b u t th at b e ­
fo re h e could vote on it he w ould lik e to
say, “ H ow is this to be contrived? W hen
do w e h av e a rig h t to sign them up? He
said if th e contract w as throw n open, the
people w an ting insurance w ould be q u ali­
fie d b y departm ents, b u t th at th e A ssocia­
tion w as forbidden b y the G eneral Council
to th ro w the côntract open. He m entioned
that h e had tried to h ave th e m atter tabled.
M r Hall said th e R oseburg Chapter took
a vote and voted against th row ing the
contract open.

Mr. Q uery believed th at the m em bership
program and th e insurance program s should
be kep t en tirely separate, th at the A sso ­
ciation should b e kep t out of th e insur­
a n ts business. He said he was getting tired
of the w ab b lin g done b y the insurance
com pany, first th e y w anted to th row th e
contract open and now th ey w ant us to do
som ething else; th e y w ere going to put
m en in th e fie ld and th ey h aven t done so.
It seem s th e y should m ake up th eir minds
or w hen the tim e com es around w e should
get a n ew contract. In th e H igh w ay depart­
m ent 2700 em ployees h ave insurance a v a il­
able under another contract. T he H ighw ay
departm ent indicated th a t as soon as w e
decided to open the contract th ey w ould
allow p a yro ll deductions. He believed the
A ssociation should concentrate on m em ber-
it should be b y selling it in one package.
Mr. M orelock suggested th e m atter w ait
until it could all be put togeth er and that
a fu ll report be m ade to Mr. S tew art and
the B oard could then vote on it b y mail.

Mr. R. M. Sm ith said he didn’t know
w h eth er th e A ssociation could afford it on
account of the budget— not h avin g any
em ergency fund to use— b u t he believed
that before it w as forgotten the Association
Mr. Q uery stated he w as not takin g a
personal issue, but he fe lt th at th e A ssocia­
tion could not sell m em bership contingent
on an y other thing. He did not lik e to have
to do one thing in order to do another. He
thought it should be easy to get thousands
o f m em bers on th e strength of th e tw en ty
dollar raise and th at now w as a good tim e
to get b a ck to th e basis of th e individual
m em ber getting out and selling th e o rgan ­
ization. He fe lt th at if th e individual m em ­
ber lost h is sense o f responsibility, th ey
w ould b e the losers and if the m em bers
lost it w as no one’s fa u lt but th eir own.
Mr. Cam eron continued his report b y re ­
fe rrin g to Item 11 on th e agenda, w ith r e ­
gard to an assistant e x ecu tive secretary. He
said th e though t had occurred to him that
if th e state association could see its w ay
clear to g iv e an assistant $100 or $150 for
expense m oney, he w as satisfied th at such
a person could w o rk th e state and get
enough com pensation from the insurance
com pany to put the life insurance p ro­
gram o ver and put th e m em bership w here
