Board of Directors
Meeting
The m eeting of the Board of Directors,
held in Salem on M ay 15, 1948, was called
to order b y President Loren R. Whte, who
stated the m eeting had been called to con
sider the resolutions outlined in the mimeo
graphed agenda w hich had been mailed
p reviously to all officers and directors.
•President W hite called for a reading of
the minutes. Mr. Chidsey m oved that read
ing of the minutes be dispensed w ith and
that the m inutes as printed in the official
m agazine be approved., The motion was
carried.

E. Johnston, Director of D istrict No. 4 was
unable to be present and had authorized
Mr. M orelock to cast his vote.
Mr. H all said he had been requested by
the Roseburg Chapter to personally thank
the officers of the Association for all the
w o rk th ey had done and the figh t they had
p ut up for the increase in salaries.
The n ext order of business was communi
cations w hich w ere read b y the Secretary,
Ruth Jaynes.
The secretary read her financial report
for A p ril 1948, and recommended its ac
ceptance. Report was accepted as read.
Report of R. M. Smith,
Director of Sivil Service:
Mr. Sm ith stated that he had talked with
some individual members and found they
had not received proper consideration in
their advancem ents from basic p ay rate to
the n ext step in salary range after six
months service. He w rote letters to each
chapter president, 38 in all, asking for the
names of those members who still w ere on
the first step and who w ere eligible fo r their
n ext step increase in wages, having served
six months trial service period. He re
ceived reports from 23 out of the 38 chap
ters. He located fiv e altogether. He took
the m atter up w ith the departm ent heads
who asked for the names of the employees;
stated they w ere good men and should
have the raise. T hey w ere of the opinion
that if the am ployee had a “ below overage”
rating he was not eligible for the increase.
The question was that if the em ployee’s
services w ere satisfactory and if he was
continued he would get one step increase
in six months. He tried to m ake it clear
that the Association is interested in the in
dividual m em ber’s w elfare and that the
Civil Service branch of the State Employees
Association would champion the cause of
the individual. Mr. Sm ith reported that in
discussing the salary scale w ith one divi
sion head he found th ey w ere not satisfied
with thé salary and he had taken the mat-
