Question from the floor asked
whether a man who was held over past
retirement age 65 would receive more
than> $2.50 for prior service? Mr. De-
France said he would not.
Motion on original resolution, car-
ried.
Resolution from Astoria: Chapter No.
8 ,concerned retirement after 30 years
'O service, or at age 65 and two pay
days* per month. The latter part was
referred to another committee^Reso­
lution from The Dalles Chapter No. 9
also called for full retirement pay
afteri thirty years of service. Commit­
tee recommended that these resolutions
dd not pass because, first, to effect
change it would be necessary to re­
compute and rearrange all contributor
rates and, second, it would greatly in­
crease the rate to lower age employees.
In making rough calculations on the
basis of ages 35 to 20 it was found one
was almost double the other. It would
make the rate 20% ’ of employee’s sal­
ary in order to achieve the reserve ne­
cessary to pay out on the basis,of 30
yearsi A third point against this is th at
the state would be the loser by retiring
a man in his prime, losing the invest^
men| in j training him to be of aid and
use to the state and it is against bet­
terments of state service. The commit­
tee report was adopted and the reso­
lutions did not pass.
SI AC Chapter No. 20 relative to state
matching employee contribution 100%.
Inasmuch as the 100% contribution
now.<is in effect and the 70%. is the
actuarial contribution required on that
basis^ the committee recommended that
the resolution do not pass. Committee
report adopted.
The committee presented a resolution
that employee’s contribution be match-
ed by the state on $3600 instead of
$2400. It;w as suggested the resolution
be amended to "$3600 pf more” so as
not to limit the Board of Directors in
joining w ith the League of Oregon
Cities. Motion made and seconded, that
the amendment be adopted. Motion car­
ried. Motion carried on Original reso­
lution.

Chapter No. 12, regarding holiday
compensation for «hourly paid em­
ployees. Committee recommended that
it do pass and report adopted.
Round-Up Chapter No. 24, regard­
ing slowness of Highway pay checks.
Committee recommended th at it do
pass. Committee report adopted.
Resolution from La Grande Chapter
No. 4, that all fulltime hourly em­
ployees be paid on monthly basis.
Amended to read ‘‘regular” instead of
"fulltime”. Committee recommended
that it do pass and report adopted.
Resolution from Salem Chapter No.
1 'with respect to vacation time to be
figured on the basis of one working
day' for/ each month. Committee rec­
ommended that it do pass. Report

Resolution from The Dalles Chapter
No. 9 and from seven other chapters
all referring to delay in receiving pay
checks, covered by previous resolution.
A Committee resolution regarding
inequality of working hours for dif­
ferent groups, hours ranging from 40
to 52 hours. Committee recommended
that it do pass and report adopted.

6 with respect to 40 hour week for
pteafeiy paid men with no reduction in
pay. Committee recommended that it
dp not pass., Motipn made and second­
ed. Standing vote called for: Opposed
9, Yes 2. Majority were not for the
motion. Mr. Chidsey made a motion to
table the motion. This motion was sec­
onded and carried.
