    missions and the heads of the sev­
eral departments thereof grant an
increase of $42.00 per month in
the salaries and wages of all em­
ployees of the State' of Oregon.
Such increase to be known as a
cost of living adjustment and sub­
ject to further increase or de­
crease depending upon the fluctu­
ation of living costs, and
BE IT FURTHER RESOLVED:
That this cost of living adjust­
ment become effective not later
than January 1, 1948.
The committee recommended that
the resolution pass and that facts and
figures in support of general raise be
used in presenting the matter to the
boards and commissions by the Execu­
tive Secretary or whoever is designated
to make the presentation.
Mr. Forrest Cooper suggested the
Civil Service make a field examination
to see the type of personnel, stating
th at the state had lost so many of its
old and tested employees and the new
employees in many cases did no t meas­
ure up to standards. Mr. Frank Reeder
presented figures showing federal em­
ployees have received as m uch as $600.-
00 in increases while C ity of Portland
employees have reecived a fla t $60.00
raise.
Motion was made th a t the commit­
tee’s resolution be accepted and the
motion was carried.
Mr. Forrest Cooper made a motion
th a t the Council go on record as re­
questing the Civil Service Commission
to make a re-appraisal of salary situation
in the field. This motion was later
w ithdraw n after Mr. Johnson of the
Civil Service Commission pointed out
th at it was not the province of the
Commisison to go into a department
and say who was a good employee and
