what their Association is doing. He
recommended ;a quarterly magazine

ent the magazine is costing more than
the advertising will bring in.

In commenting upon his report, Mr.
Leo Smith spoke of Senate Bills 266,
401, 458 and 4621 as_ indicating trend,
and scope in efforts to remove’ certain
classes from under the Civil 1 Service
Act. He stated that Hduse Bill 387
was one instance where, if the Associa
tion representatives had not been on
the- job, the whole Civil Service Aetf
would have been wrecked.
Mr. Smith recommended two things:
The working out of the legislative pro
gram in advance of the session H nd
making friendly contacts with legisla
tors prior to the session. It is not enough
tq just know what you want, but it ■
