Mr. Virgil O’Neil, Director of Pub­
lic Relations, in presenting his report
in mimeographed form, stressed -the
need for getting/mformatifon to the
members in order that they may, know
what their Association is doing. He
recommended ;a quarterly magazine
afid I bulletins in the interim. A t pres­
ent the magazine is costing more than
the advertising will bring in.
Meeting adjourned at 11:50 for lun­

In commenting upon his report, Mr.
Leo Smith spoke of Senate Bills 266,
401, 458 and 4621 as_ indicating trend,
and scope in efforts to remove’ certain
classes from under the Civil 1 Service
Act. He stated that Hduse Bill 387
was one instance where, if the Associa­
tion representatives had not been on
the- job, the whole Civil Service Aetf
would have been wrecked.
Mr. Smith recommended two things:
The working out of the legislative pro­
gram in advance of the session H nd
making friendly contacts with legisla­
tors prior to the session. It is not enough
