■ A t our last council meeting the dele-
gates adopted many resolutions which
represented a very comprehensive pro­
g r a m . Your officers have Conscientious -
ly endeavored to carry out these ob­
jectives. Our progress to date is sum­
marized a^. follows:
I nsurance
■ Grôup Life Insurance was made
available to members of the Associa­
t i o n by thé’ Legislature *^hen they ap­
p ro v e d our, request to have such pay-
M ien t^m ad e;.as a payroll deduction. A
contract has been entered into w ith the
West Coast/Life Insurance Company;
Some chapters I have already qualified
and their, members w ho requested it are
now covered. This part of our; insur­
a n c e program should be completed5
by the end of this year. We hope that'
by th at tim e . arrangements Can be
made to make this insurance available
to every member who desires I this type
of coverage. I
K H ô p ita l and Medical Coverage is
^available to ‘State Employees under a
contract between Oregon Physiçïahir
Service and Oregon Employee,^ I Inc.
■This coverage is also’available to High-
¿way Department employees under a.
contract w ith the National Hospital
Association. N o progress has been made
relative to securing Family Hospital
and Medical Coverage. Under the con­
tr a c ts Available the cost has appaered
■to be -excessive and the coverage re­
stric ted .

our insurance program be reinvesti­
g a te d and th a t'th e best contract ob-
■tainable be entered into so that it can
be made available; to ohose who w ish.it.
RETIREM ENT
The Legislature did not approve our
requests to amend the Retirement A ct
by thevfemoyal of the limitation on the
prior service c r edi t and the Sit ates
matching of employee’s contribution.
They did approve our request to
amend, the A ct to provide th at before
an employee can become éligible to
membership on the system he m ust be
employed for a period of six months.
The amendment which resulted in
the State matching the first $2,400.00
of the en£plòyee?s salary was not spon­
sored tby your. Association. It was re­
quested to permit those teachers w h o
áre paid on less than twelve / m onth
basis to enjoy the full benefit of the
matching contribution made by the
employer.
The Legislature was, reluctant to
make any major changes to the Re­
tirement j |c t for the reason th at the
Act had not yet- become fully opera­
tive I and there was no way to deter­
m iné'accurately the cost of the changes
which we proposed. They indicated
that at the next session serious consid­
eration jwbúlq, be given to our fe-
quests.
As all matters pertaining to retire­
ment affect4 every. State employee and
m ust’^receive Legislative approval, it
appeals mandatory th at we have an ac-
riveT' Retirement Committee function­
ing during the coming year; In addi­
tion to the resolutions pertaining to the
removal of the limitations on prior ser­
vice and matching of employee contri­
butions, wé have received several reso­
lutions requesting that the disability
benefits be increased. This Committee
can greatly assist the Legislative Coin-
mittefe by' obtaining information rela­
tive to the estimated cost to the State
of our requests. They could also work
