sales tax payments,- plus property tax
payments, are now less than what their
property tax burden would have been
under our former system.”

income tax rates are among the highest
of any of the states in the union, and
if they were increased to any extent
could easily discourage residence in the
state. California and Washington have
the sales tax with the result that they
are well able to pay for the increased
demands of governmental services by
