William G, Colman, whose activities
as director of civil service have con­
tributed greatly to the successful in­
auguration of civil service in Oregon’s
State government, has left state service.
Oregon has been fortunate in haying
had the benefit of Mr. Colman’s ability
and understanding in the important
formvlative stages of our civil service^
.He has performed a creditable job yvith
patience, ¿tact .and unimpeachable; in­
tegrity.
Upon leaving, Mr. Colman expressed
his appreciation of the O.S.E.A. in the
following letter addressed to our Ex­
ecutive Secretary, Eorrest Stewart. It is
apparent that Mr. Stewart has per­
formed his duties well to merit the
praise c o n t a i n e d therein, and the
O.S.E.A. can justly be proud of its
record to date. Mr. Colman’s letter
follows:

As you know, my Services with the

are being terminated. In leaving, I
would like to present certain personal
observations regarding the role which
the State Employees Association is play­
ing with respect to personnel admin­
istration in the state service. Comments
in this letter are based on my observa­
tions during the past year and they are
presented as representing my personal
views and not necessarily those of ¿the
CÎVil Service Commission.
