"Since 1943 State employees have
had legislative I salary increases averag­
ing 24 percent. These increases have
been'offset by mounting cps.tsof liv­
ing. There have been, however, no sal­
ary increases for those state officials
whose compensation is fixed by statute:
| . . We cannot expect indefinitely to
attra c t qualified men and women into
th e , administration of the State’s m ulti-
million dollar business at salaries- estab­
lished in some instances as fa t back as
fo rty years’ ago . . . The people of
Ohio do not and should not expect
public employees to continue making
personal financi al sacrifices (by remain­
