Discussing the sales tax of Michigan,
Governor Kim Sigler said, "The ap­
proval of the so-called sales tax-diver­
sion has taken away a major share of
the State’s chief revenue and placed it
in the hands of, the schools and local
units of governm ent.G nder the amend­
ment the schools may receive upwards
of a total of one hundred sixteen millr
ion dollars a year— a sum far in^ excess
of the wildest dreams of the most en­
thusiastic school supporter b u t a few
weeks ago. Many townships, villages,
and cities will receive; moneys without
any relationship to their needs. This
condition presents, a lopsided financial
picture, and we find ourselves- faced
with this question— Can , we continue
the present State services and operate

w ithout the adoption of new taxes?”
Governor -Charles M. Dale of New
Hampshire made some comments on
personnel problems. "In the last year
the state has faced real problems w ith

creases in classified pay ranges are re­
flected in the budget estimate for the
next two years. They do not affect the
annual increments of increase provided
