stake in the functioning of the OSEA.
T H E O.S.E.A. has already served to
protect the interest of state employees,
as well as to improve their lot. A large
and united group w ith decent and fair
objectives and a reputation "for honest
dealing, will certainly stand as a bul
wark against abuses that m ight arise.
A Democratic Group
The O.S.E.A. is- not controlled or
dominated by any clique. The policies
of the association are adopted in free
and open debate at the -council meet
ings. The execution of these policies is
delegated to an elected Board of Direc
tors. The members of this board have a
delicate but heavy responsibility. It is
up to them during their term of office
to determine the manner in which we
strive to attain our objectives. If the
Board does not function as the majority
thinks it should, members can replace
those officers at any, election. The point
is any member who attends, a chapter
meeting can assist in forming the poli
cies of the O.S.E.A. This is an oppor
tunity which no state employee should
miss.-

in the mirids of those who pioneered.
If the employees’ case was to be pre
sented to administrative .heads, and to
the public, no one was better prepared
to present that case than the employees
themselves. New members, new ideas,
and the drive that conies, w ith them are
welcomed into thè Association.

as state parks superintendent, has been
supervising the development of the fa>,
mous Oregon parks/ not only along the
coast but in every part of the state.
These parks have been one of the pri
mary factors in winning Oregon na
tional distinction as a home and vaca
tion land of beauty. From 1917 to
1929, Mr. Boardman worked for the
Oregon State Highway Commission in
other capacities.’
