EQUAL PAY LEGISLATION
RECOMMENDED
In his opening address to the Thir­
teenth National Conference of Labor
Legislation held in Washington, D. C.
on December 2, 3, and 4, Secretary of
Labor Schwellenbach stated that "the
great demand for women workers today
raises anew the threat which their tra­
ditionally lower wage rates.offer to pay
levels of male workers. Furthermore,
those rates are basically unfair to wom­
en doing substantially the same work as
men. I’ll repeat what I said a month ago
to a group of women union represent
tatives meeting with the Women’s Bur­
eau: The United States Department of
Labor is unwavering in its opposition
to discrimination as between employees.
Seven states have already taken the lead
in equal-pay legislation. And the econ­
omic outlook again would seem to call
for further efforts on the part of other
States next year.”
W. E. Kimsey, Oregon State Labor
Commissioner, was a member of the
conference Committee on Regulation of
Wages and Hours. That committee in­
cluded in its report the following rec­
ommendations regarding equal pay: "To
Safeguard wage levels for all workers,
particularly in view of a possible re­
cession in employment, the committee
regards it imperative that the principle
of equal pay for women be supported
and extended by every possible means.
To strengthen collective bargaining in
the field, both Federal and State legis­
lation should be passed. The comihittee
recommends adoption of additional
State legislation providing for equal pay
for jobs of comparable skill.
"In addition to efforts to secure leg­
islation, the committee recommends ex­
tension of the principle of equal pay as
rapidly as possible through collective
bargaining and industrial practice.”
