Conditions now change rapidly,-'- and
accurate foresight is difficult in bud­
get -making. California has for several
years included such a ¿fund in its leg­
islative ; appropriations.
8. Increased Salaries for Elective Officials
To .support any bill which proposes
to reansonably increase the salaries of
thé Governor, other elective 'officials,'
appointive officials and others nbt in­
cluded in the classified service'u n d er
the Civil Service.Act.
The O.SÎÎJ-A. has been criticized for
itjs ' position on this m atter, but all
who fill, thçse positions ate employees
of the State. The Association is pledged
"to promote the welfare, of state, em­
ployees I in all ways compatible w ith
the best interests of the State.” In gov­
ernment' I sèrvice as elsewhere, one re­
ceives pretty much the value § one I is
willing to. pay for. Oregon is fortun­
ate to have had so m any fine men in iti
im portant offices: To insure having
more officials of high calibre in these
positions of trust and -responsibility
and to-giyei< them a fair remuneration,
the monetary compensation should be
increased" commensurate with th e dig­
nity and dutjes of the office.

ent salaries- set by law in Oregon. I
