from service, and blanketing in of con­
ditional employees took away the vet­
erans preference for jobs» The report of
the committee was adopted.
The following resolution was pre­
sented by Elizabeth Dotson:
NOW , THEREFORE, BE IT RE­
SOLVED, that the Oregon State
Employee Association adopt a
policy of favoring equal alloca­
tion of salary ranges among pro­
fessional classifications of equal
responsibility, educational require­
ments and experience.
The resolution was passed.
This was the conclusion of the com­
mittee reports, and the m atter of un­
finished business was the next on the
agenda for discussion.
It was suggested by Mr. DeFrance
that the original petition on "bargain­
ing rights,” which is now on file w ith
the Governor, be withdrawn and an­
other substituted omitting the words
"National Labor Relations A ct.” The
General Council directed that this be
done.
N O TE: Attorney General’s
opinion since the General Council says
that any contract between state and
state employees is unconstitutional.
The next m atter of unfinished busi­
ness was the subject of "honorary
memberships.” It was suggested that
the Board of Directors appoint a com­
mittee of three to present to the next
General Council the names and recom­
mendations of candidates for honorary
membership. The members of this com­
mittee would receive the names of the
various likely persons, investigate their
meritorious service and present their
names to the delegates to be voted up­
on. The procedure was adopted by the
General Council.
The following resolution was pre­
sented for adoption:
N OW , THEREFORE, BE IT RE­
SOLVED, that at each General
Council five ( 5 ) persons be alloted
honorary membership in the Ore­
gon State Employees Association.
Resolution was adopted unanimously.
A motion was adopted that the four
names which had been presented to this
General Council be notified of their
election to honorary membership:
J. R. Chambers, Chairman, Civil
Service Commission
George K. Aiken, State Budget D i­
rector
W. C. Schappel, Chairman, State Re­
tirement Board
Hon. Earl Snell, Governor of the
State of Oregon.
A vote of thanks was extended to
Forrest V. Stewart, Executive Secre­
tary, for the monthly reports that he
