discriminates among the employees
as a whole, and
WHEREAS, the purpose of Civil
Service is to equalize prior inequi­
ties and to treat all impartially
and without favor,
NOW, THEREFORE, BE IT RE­
SOLVED, that the Civil Service
Commission be petitioned by the
Association to review this matter
and effect a change in the Rules
to provide as follows:
"That the sick leave credit avail­
able to each employee as of No­
vember 1, 1946, be such as would
have accrued to the employee by
applying the credit of one (1) day
sick leave per month of employ­
ment to all prior service rendered
by the employee, subject to ad­
justment for all recorded sick
leaves taken subject to the maxi­
mum allowance of ninety (90)
days.’*
This resolution passed unanimously.
A resolution was received from
Klamath Falls Chapter No. 12 recom­
mending that vacation for state em­
ployees conform to those in Federal
Service.
It was the opinion of the committee
that this resolution do not pass, due to
the fact that it was an inopportune
time to amend the Civil Service rules

and regulations, and the request of the
committee was upheld.
Evergreen Chapter No. 28 submitted
a resolution relative to the removal of
the 4 8-hour law and its inequities.
After considerable discussion the
committee recommended that the reso­
lution do not pass, because this partic­
ular situation had previously been in­
cluded in another resolution. The gen­
eral concensus of opinion favored hear­
tily the purpose of the resolution.
The committee report was adopted,
and the resolution did not pass.
Adjourned for lunch until 1:30 P.M.
The meeting was called to order by
the President and the report of the
Working Conditions Committee was
continued.
A committee resolution that the
Civil Service Act be amended to blanket
in all conditional employees was dis­
cussed and a do not pass was the rec­
ommendation. The one principle of the
Civil Service law was to insure the
veteran of his rights upon his return
