namely, benefit to the employees
through the betterment of work­
ing conditions, and
WHEREAS, its adoption causes a
maximum of resentment and dis­
satisfaction among employee in
that it imposes restrictions and is
discriminatory with relation to
other public employment in Fed­
eral and sister state agencies, as
Well as in private industry, and
WHEREAS, it is not to the best in­
terests of the public, in that
through such restrictions and dis­
crimination the efficiency and
willingness of the employees in
his service to the public is im­
paired, and
WHEREAS, it was clearly demon­
strated in the public hearings be­
fore the Civil Service Commission
concerning the matter of work­
ing hours that the public, as well
as state employees were definitely
in sympathy with and in favor of
the 40 hour 5 day week for public
employees, and the action of the
Civil Service Commission in adopt­
ing a contrary ruling is arbitrary
and unwarranted,
NOW, THEREFORE, BE IT RE­
SOLVED, that this Association
definitely goes on record as favor­
ing the 40 hour 5 day a week plan
for all state employees, that the
matter of staggering or otherwise
promulgating its operation be left
to the administrative heads of the
various agencies, and that what­
ever steps may be necessary to put
such plan into operation and to
enforce its terms be offiically tak­
en by the Board of Directors of
the Oregon State Employees As­
sociation.
Resolution unanimously passed.
It was the recommendation of the
committee that the following resolu­
tion be adopted:
WHEREAS, the adopted Rules and
Regulations of the Civil Service
Commission allow sick leave accu­
mulation credits to a maximum of
ninety days, and
WHEREAS, the present Rules and
Regulations recognize said individ­
ual credit status as of November
1, 1946, as being that in force in
the particular division in which
the employee works, which rule
