the following resolution be adopted:
NOW, THEREFORE, BE IT RE­
SOLVED, that the General Coun­
cil of the Oregon State Employees
recommend a policy of support or
instigation of a bill raising the sal­
aries of the Governor and other
elected or appointed officials and
members of the unclassified serv­
ice.
The resolution was adopted. Vote,
Yes, 19; No, 15.
The following resolution was subr
mitted with the recommendation that
it be adopted:
NOW, THEREFORE, BE IT RE­
SOLVED, that the Oregon State
Employees Association recommend
a policy of support for any tax
measure, which in the opinion of
the Board of Directors, is benefi­
cial to the general welfare and
economy of the State.
Resolution adopted. Vote, Yes, 19;
No, 14.
Mr. Bjarne Ericksen, Chairman of
the Working Conditions Committee,
submitted the following report:
He stated that the majority of reso­
lutions received by them had reference
to a 5 day 40 hour week. Mr. DeFrance
felt it would set a standard and all work
over 40 hours be paid for as extra time.
Several delegates who had been present
at the public hearing on the Rules and
Regulations did not believe the views
expressed there had been taken into
consideration by the Civil Service Com­
mission. It was the opinion of the com­
mittee that the following resolution
again be presented to the Civil Service
Commission:
WHEREAS, a study of the effects
of the 40 hour five and one-half
day week rule as adopted by the
Civil Service Commission clearly
shows the rule to be economically
unsound as it causes increase in
operation expense in certain neces­
sary state departments, and
WHEREAS, the rule fails entirely to
accomplish one of the main objec-
