to be as an assessment. Mr. Smith, Pres­
ident of Albany Chapter No. 7, point­
ed out that it had been done only be­
cause that chapter had excess funds
which they felt could be used to some
advantage by the O.S.E.A., and thought
other chapters might also care to con­
tribute. He definitely stated that it was
not an assessment but a gift. Many dele­
gates expressed the opinion that their
chapters were not well enough off to
be of financial assistance.
Mr. DeFrance said that the matter
of hiring additional help had been
brought to the attention of the Board
of Directors. He believed that a gradu­
ate personnel man would be an added
factor for the Association, but at such
time as one could be afforded.
The following resolution was recom­
mended for adoption:
WHEREAS, additional help is need­
ed on the staff of the Executive
Secretary,
NOW , THEREFORE, BE IT RE­
SOLVED, when the necessary
funds and the proper person are
available that the Board of Direc­
tors be empowered to hire such
help.
Resolution adopted unanimously.
La Grande Chapter No. 4 submitted
a resolution to permit an increase in
the number of delegates per member­
ship of the chapters.
The committee recommended that
this resolution do not pass because they
felt that too many delegates made an
unwieldly general council.. The report
of the committee was adopted and the
resolution did not pass.
The matter of rescinding the State
Police departmental rule prohibiting
them from becoming members of the
O.S.E.A. was the resolution presented
by the Bend Chapter No. 3. The report
of the committee was unfavorable due
to the fact that the State Police did
not come under the Civil Service Law
and that their salaries were set by law.
It was their opinion that little good
would be derived from affiliation with
