were available. The following resolution
regarding the new pay schedule was
presented to the council with the rec­
ommendation that it do pass:
WHEREAS, some self-sustaining de­
partments are capable of convert­
ing to the new pay schedule,
NOW , THEREFORE, BE IT RE­
SOLVED, that the Board of Direc­
tors of the Oregon State Em­
ployees Association be instructed
to take the necessary steps to in­
sure that the newly adopted pay
schedule be put into effect imme­
diately in those departments for
which funds are available and in
all departments at the earliest pos­
sible date, retroactive to the earli­
est date that the said pay schedule
applies to any one department.
The resulting of the voting was Yes,
24; No. 10; and the resolution was
adopted.
The meeting adjourned at 5:30 P.M.

The meeting was called to order by
President Query. The roll was called
and a quoroum was present.
Mr. Chidsey, Chairman of the Ways
and Means Committee, gave the report
of that committee:
The committee expressed their grati­
tude to Max F. Rogers, Secretary-Treas­
urer, for the fine report he had pre­
pared from the newly installed book­
keeping system. This report easily set
forth the figures upon which the pro­
posed 1947 Budget was to be based.
Anticipated expenditures follow: Sal­
aries, including Executive Secretary
and Secretary, $6500.00; Office Ex­
pense, $1000.00; Legal Counsel (legis­
lative session), $3500.00; Magazine,
$2500.00; General Council andl Board
of Directors Expense, $700.00; Office
Rent,, $250.00; Entertainment (ban­
quet), $200.00; Office Equipment,
$100.00; and Reserve, $800.00. A con­
tingent fund, in the amount of $2650.-
00, was also proposed for the purpose
of paying any expenses not anticipated
during the coming year. Total expendi­
tures, $19,200.00. Anticipated reve­
nues based on additional new members
and present membership, $16,500.00;
income from magazine advertising,
$2500.00; and miscellaneous income,
$200.00. Total anticipated revenue,
$19,200.00. The report of the commit­
tee was adopted.
A resolution from Albany Chapter
No. 7 urging the employment of an
Assistant Executive Secretary was pre­
sented to the delegates for discussion.
Several chapters had made donations for
the purpose of defraying this expense
which the present budget cannot meet.
However, it was the feeling among
some of those present that this appeared
